Economic Development Authority Minutes <br />May 20, 2024 <br />5. OPEN FORUM <br />No one appeared for Open Forum. <br />6. PUBLIC HEARINGS <br />There were no public hearings. <br />7. GENERAL BUSINESS <br />7.1 Heritage Millwork Tax Increment Financing <br />The staff report was presented. <br />Page 2 of 3 <br />Moved by Commissioner Grupa and seconded by Commissioner Wagner to adopt a <br />recommendation to the City Council for the approval of the Tax Increment Financing <br />(TIF) plan for Heritage Millwork. Motion Carried 6-0. Commissioner Westgaard abstained <br />due to a conflict of interest. <br />7.2 Heritage Millwork Energy Incentive Program <br />The staff report was presented. <br />Moved by Commissioner Wagner and seconded by Commissioner Beyer to approve a <br />recommendation of approval of the Heritage Millwork Energy Incentive application to the <br />City Council. Motion Carried 6-0. Commissioner Westgaard abstained due to a conflict of <br />interest. <br />7.3 General Updates <br />The staff report was presented and the following updates were provided: <br />Beautification Public Art was granted the $8,000 Central Minnesota Arts Grant for the project and will <br />be working to raise the remaining $2,000. There will be a draft agreement next month between the <br />EDA and the artist. <br />Together Elk River had the first 169 Business Reels that were published to help support local businesses <br />that are affected by the 169 construction. <br />There is a temporary sign at the Main and Gates property in which they have the ability to change what <br />is on the sign if needed. This will be to support the local businesses that are affected by the <br />construction as well. <br />Elk River Municipal Utilities is currently working with the electric car chargers company regarding <br />transferring to the EDA. It will be brought back to the EDA before the official transfer is completed. <br />A reminder that the EDA budget process is coming up soon and staff is looking to have a work session <br />in July and the EDA budget adoption will be at the August meeting. <br />7.4 Consideration from the Sherburne County Master Gardener Association <br />
