The project is unique in that the developer has <br />proposed connecting to city sewer, but not city water. There is an existing sewer connection at the southeast <br />corner of this parcel and both the City Council and Elk River Municipal Utilities have reviewed the concept, <br />prior to this application, and are comfortable with the utility proposal. <br /> <br />The lots are approximately 1-acre or larger, and the developer has proposed minimal grading and tree <br />removal to preserve as much of the existing landscape as possible. The site also abuts 26 acres of city park <br />land (Burr Oak Park), and plans include a land dedication to provide a direct connection from this residential <br />subdivision to the existing city park. <br /> <br />The developer proposed to add a trail along SW Queen St NW, 217th Ave NW, and Gabbro Ave. The <br />developer has offered to pave the proposed parking lot during the development's construction as a paid park <br />dedication reduction if the city is agreeable. <br /> <br />Financial Impact <br />Park dedication for 104 units is $318,760 minus 3.1 acres of park land equals roughly $260,000 in park <br />dedication. <br /> <br />Mission/Policy/Goal <br />Responsibly grow. <br /> <br />Page 20 of 84
