<br /> <br />City Council Minutes <br />July 15, 2024 <br />--------- <br />Page 5 of 7 <br />Mayor Dietz opened the public hearing. There being no one to speak to this matter, Mayor Dietz <br />closed the public hearing. <br /> <br />Moved by Councilmember Wagner and seconded by Councilmember Beyer to adopt, by <br />motion, Ordinance 24-17 to rezone certain property from Highway Commercial (C3) to <br />Townhouse/Multiple Family Residential (R3) as the rezoning is consistent with the City of <br />Elk River Land Use Plan adopted as part of the City of Elk River Comprehensive Plan. <br />Motion Carried 5-0. <br /> <br />8. GENERAL BUSINESS <br /> <br /> 8.1 2025 Benefit Level for Elk River Fire Relief Association <br /> The staff report was presented. <br /> <br />Mayor Dietz stated the goal of the fund is to stay at 100% and not have extra money. Any excess is <br />given back to the fire fighters. <br /> <br />Moved by Mayor Dietz and seconded by Councilmember Westgaard to approve, by <br />motion, an increase for the Elk River Fire Relief Association (ERFRA) benefit level to <br />$9,735 per year of service effective January 1, 2025. Motion Carried 5-0. <br /> <br /> 8.2 Downtown Plan: Select Council Representative <br /> The staff report was presented. <br /> <br />Mr. Carlton stated staff had selected a consultant and was forming a committee. Councilmember <br />Wagner asked if she should serve as a Council representative to the committee or as a DERBA <br />representative and if there was a conflict of interest. City Attorney Shepherd stated there was not a <br />conflict of interest. <br /> <br />The Council expressed consensus for Councilmember Wagner to serve on the steering committee for <br />the 2024 Downtown Small Area Plan as a Council representative. <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember Beyer to select <br />Jennifer Wagner to serve as council member representative on the steering committee <br />for the 2024 Downtown Small Area Plan. Motion Carried 5-0. <br /> <br />Councilmember Wagner gave an update that the Beautification and Public Art Committee was at Rivers <br />Edge Commons Park to discuss the new public art. While there, Ryan Hardin suggested the city look <br />into getting a life preserver or emergency button to install near the dock. <br /> <br />9. MOTION TO ADJOURN REGULAR MEETING <br /> <br />Moved by Councilmember Beyer and seconded by Councilmember Westgaard to adjourn <br />the meeting of City Council. Motion Carried 5-0. <br /> <br />The regular meeting adjourned at 6:48 p.m. Mayor Dietz called the work session to order at 6:53 p.m.
