Supporting Documentation from Applicant <br /> <br />Overview <br /> <br />The applicant, on behalf of Cingular Wireless, is proposing to rezone an area of 100' X 100' <br />to Antenna Overlay and a conditional use permit for a 199' tall antenna tower. The area is <br />part of a larger 23 acre parcel, which is part of a 220 acre family farm. The surrounding <br />property is zoned A1 and Mining Overlay. The surrout1ding land uses include agricultural, <br />mining and the landfill. The wind generator is located just north of this site on 22Sth Avenue. <br /> <br />Rezoning <br /> <br />In order to construct the proposed tower, a rezoning to AT is required. This overlay district <br />was established to manage the placement of antenna towers and to ensure their proper <br />placement regarding health, safety and welfare of the community. The overlay district does <br />not change the underlying A 1 zoning district, all the uses allowed in the A 1 district will <br />continued to be allowed on land zoned AT. <br /> <br />In considering a rezoning request of this nature, consideration should be given to the <br />compatibility with surrounding land uses and whether the rezoning is necessary to provide <br />effective wireless telecommunication coverage for the city. The proposed rezoning is <br />compatible with the surrounding land uses. The applicant has shown that this site is <br />necessary to provide effective wireless coverage for the city. The rezoning is also consistent <br />with the Comprehensive Plan for the city. <br /> <br />Conditional Use Permit <br /> <br />Co-location Requirements <br /> <br />The applicant has looked at co-locating on other sites within the city. They found that there <br />are no acceptable co-location opportunities within one mile of the proposed site. At a height <br />of 199 feet, the tower will provide the opportunity for 4 additional carriers. <br /> <br />Construction Requirements <br /> <br />The applicant will comply with the construction requirements outlined in the ordinance. <br /> <br />Design Standards <br /> <br />The proposed to~er will be a mono-pole with a flat gray galvanized steel finish which will <br />blend in with the sky. The communication equipment at the base of the tower will be located <br />in a small shelter. The tower and equipment will be enclosed with a 6 foot high chain link <br />fence topped with 3 strands of barbed wire.
