<br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
<br />
<br />1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediatevicinity or
<br />the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city.
<br />As this religious institution will be operating within the existing structure and by providing additional parking
<br />to meet ordinance requirements, the use will not endanger, injure or detrimentally affect the use and
<br />enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort,
<br />convenience or general welfare of the neighborhood or the city.
<br />
<br />Staff recommends a scaled site plan showing the 83 required parking stalls for all businesses operating on the
<br />property be submitted before the operation begins or permits are issued. Upon CUP approval, the entire
<br />parking lot shall be re-striped based on the approved parking site plan.
<br />
<br />2. Will be consistent with the comprehensive plan.
<br />The property is guided as Mixed Use where this category contains all commercial and supporting uses located
<br />in the historic core of the downtown as well as desired expansion areas to the west and north. Standalone
<br />commercial, multi-family, and mixed use with commercial use on the ground floor and residential above are all
<br />included in the mixed use category. The use is consistent with the Comprehensive Plan.

<br />3. Will not impede the normal and orderly development and improvement of surrounding vacant property.
<br />The area is fully developed and, as there are no vacant lots, the proposed use will not affect development of
<br />the surrounding area.

<br />4. Will be served adequately by and will not adversely affect essential public facilities and services including streets,
<br />police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in
<br />particular, create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares.
<br />The subject parcel utilizes public facilities and will be served adequately by and will not adversely affect
<br />essential public facilities and services including streets, police and fire protection, drainage, refuse disposal,
<br />water and sewer systems, parks and schools; and will not, in particular, create traffic congestion or
<br />interference with traffic on adjacent and neighboring public thoroughfares.
