Special Meeting of the Elk River EDA <br />Together Elk River Committee <br />Held at Elk River City Hall <br />Monday, April 15, 2024 <br /> <br /> <br />Members Present: Charlie Blesener, Debbi Rydberg, and Joanna Arbic <br /> <br />Members Absent: Jennifer Wagner <br /> <br />Staff Present: Economic Development Specialist Josh Mollan, and Senior Communications Coordinator <br />Starr Sorheim <br /> <br /> <br />1. Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the EDA Together Elk River Committee was <br />called to order at 5:01 p.m. by Josh. <br /> <br />2. Consider Agenda <br /> <br />Moved by Debbi and seconded by Joanna to approve the agenda. Motion carried 3-0. <br /> <br />3. Consider Minutes <br /> <br /> Moved by Charlie and seconded by Debbi to approve March 18, 2024, Meeting Minutes. Motion <br />carried 3-0. <br /> <br />4.1 169 Redefine, Signage, and Marketing Update <br /> <br /> Starr provided an update on 169 Redefine. <br /> <br /> Josh shared Placer.ai data on Main Street traffic at the 169 junction. <br /> <br /> Josh advised that Franklin has multiple changeable copy signs available for temporary use this summer. <br /> <br />Moved by Debbi and seconded by Charlie to approve moving forward with a purchase agreement <br />with Franklin Outdoor for a 4’ x 8’ changeable copy sign to be placed at Main and Gates for the <br />duration of the third year of 169 Redefine. Motion carried 3-0. <br /> <br />Josh shared that he started connecting with businesses along Carson Ave/St for the Facebook Reels <br />campaign. AJ Complete Automotive has agreed to participate pending scheduling. <br /> <br />The committee requested a note when the Reels are posted as well as connecting with the Star News for this <br />campaign. <br /> <br />4.2 General Updates <br /> <br />Josh shared that Tamara Ackerman applied to be a member of the Together Elk River Committee and will <br />be considered at the EDA meeting tonight. <br /> <br /> <br /> <br /> <br />Page 2 of 3
