<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />August 21, 1919 <br /> <br />Special meeting of the Village Council was held at the Office of the Elk River Lum Co on Thursday <br />st <br />the 21 day of August at 8 P.M. <br /> <br />Present <br />J.H. Virgin, President <br />Bert Carr, Trustee <br />Wm Norval, Clerk <br />Also W.C. Buck, Engineer of Waterworks. <br /> <br />Called to order by the President at 8:30. <br /> <br />Application from the Elk River Building Co for permit to erect and construct a building on the <br />corner of Depot and Princeton Streets in the Village of Elk River. Plans of said building were also <br />filed with the application. <br /> <br />Resolved that we the Village Council grant a permit to the Elk River Building Co to erect said <br />building without further notice, the clerk was notified to write said permission and deliver the same <br />to the contractor of said building. Mr. W.C. Buck Waterworks engineer presented to the Council his <br />plans of the Village of Elk River, showing the streets where the main and branch lines of Water pipe <br />would be located, also location of all the street hydrants for fire purposes is being duly understood <br />by the Council that all Main water pipes would be not less than size 6 inches in diameter and that all <br />branching pipes laid in the ground or streets diverting from the mains should be of not less than <br />four (4) inches in diameter. Unless ordered by the Council to be otherwise plans were also filed <br />showing the construction of the water tower and steel tank. Mr. Buck also presented a plan for a <br />building to be used for the storage of the fire apparatus, as well as the fire engine and chemical <br />truck, hose carts and reels, ladders hose etc, also one part of the building to be used as a Village lock <br />up, and one more room to be used as an office or a council meeting room as the council may decide. <br />Moved and seconded that the Village Council duly accept these plans and specifications and that the <br />same be filed with the Village Clerk. <br /> <br />Mr. Buck also intimated to the Council that he would advt for bids in the city papers for contracts to <br />furnish all materials tools labor to build the water works system complete as per copy of notice for <br />st <br />bids filed with the Village Clerk this 21 day of August 1919 said notice to be published in one of <br />nd <br />the Minneapolis papers on Friday the 22 of August, said bids to be sealed and delivered to the <br />th <br />Village Clerk at Elk River on as before the 8 day of Sept 1919 at the hour of 7:30 P.M. Nothing <br />further. <br /> <br />Council adjourned. <br />Wm Norval, Clerk <br /> <br />(Loose paper) <br />The letter was read and it was decided that the council should write a letter in answer to said letter <br />and it was the sentiment of the council that the Village was not able to comply the request of the fire <br />department. <br /> <br />
