<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />August 19, 1919 <br /> <br />Special meeting of the Village Council was held at the Office of the Elk River Lumber Co on <br />th <br />Tuesday the 19 Aug. <br /> <br />Present <br />J.H. Virgin, President <br />Bert Carr, Trustee <br />Wm Norval, Clerk <br /> <br />The Clerk was instructed to write the W.S. Nott Co in regard to buying one dozen pails to be used <br />in the fire department by the men in case of fires. Also to ascertain what stencil two inch letters <br />could be purchased for. Moved and seconded that the council prevent and stop the parking of all <br />auto cars, trucks and vehicles of all kinds in front of the building known as the moving picture <br />theater that is, during the time that it is occupied by an audience of people or persons who are inside <br />of the building. This order will be in force during day or night. The reason for this order is that it is <br />considered to be dangerous should fire take place in the said building and also that the fire dept <br />could not reach or approach the building with fire apparatus. <br /> <br />Applications from Albert J. Joneswaard for permit to erect or construct 2 storage tanks one for <br />kerosene oil and the other for gasoline to be located on land owned by the Houlton Investment Co <br />situated north of the northern pacific freight depot. On motion of Bert Carr Trustee and seconded <br />by J.H. Virgin and carried that the clerk write out a permit granting the said A.J. Joneswaard <br />permission to construct said tank as per his application filed with the Village Clerk. The Clerk was <br />ordered to purchase a new minute book as the one now in use was filled up. Also to order two <br />Village Manuals for the use of the Council. These books to be ordered from Walter S. Booth and <br />Son Mpls publishers. The President gave notice that he had employed F.N. Covey as weigh master <br />at the Village Scales and that he was to deposit all cash receipts from the scales in the First Natl <br />Bank and that the would be paid a cash salary for his services. <br /> <br />No further business. <br />Council adjourned. <br />Wm Norval <br />Clerk <br /> <br /> <br />
