<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 1, 1919 <br /> <br />A Special meeting of Village Council was held at the Office of Elk River Lumber Co. Meeting called <br />at 8 P.M. <br /> <br />Present – E.J. Keegan Trustee, J.H. Virgin Trustee, Bert Carr Trustee, Wm Norval Clerk <br /> <br />The first business called was to elect a President of the Village Council in place of M.K. Iliff who <br />had been elected to the office, but did not qualify on account of their being conflicts, due to his <br />holding the office of County Sheriff. <br /> <br />Moved by Trustee Carr that J.H. Virgin be elected to Office of President of the Village Council. <br />Seconded by Wm Norvel Clerk. J.H. Virgin was therefore declared elected to be President of said <br />council. <br /> <br />The council then proceeded to do business. <br /> <br />E.J. Keegan Trustee notified the Council that he had received complaints of their being two (2) <br />vicious dogs in the Village, one owned by Mr. D.C. Washburn and the other by Chas Arnell. On <br />motion of Trustee Carr and seconded by Trustee Keegan that the Clerk notify said parties that they <br />must take care of their dogs as per law in such cases and that they could be held strictly responsible <br />for any damage or injury that might be caused by said animals. <br /> <br />The President of the Council instructed the Clerk that he have notice printed in the Star News that <br />st <br />the dog become due on Apl 1 1919 and those having dogs must <br />take out their licenses witout further delay. <br /> <br />Their being no further business meeting adjourned. <br />Wm Norval <br />Clerk <br /> <br /> <br />
