VILLAGE OF ELK RIVER COUNCIL MEETING March 26, 1919 A Special meeting of Village Council was held at Court House on Wednesday Mar 26 1919 Present – E.E. Scott, Pres, F.M. Plank and E.J. Keegan Trustees and W.F. Chadbourne Clerk Meeting called to order by the Pres at 1:30 P.M. This meeting was called at the request of the Co. Commissioners to confer with them at a joint meeting to discuss the proposition of changing State Highway No. 1 from the Nord Crossing to the Chadbourne crossing, to the south side of Railroad right of way and providing the ways and means for the purpose. After considerable discussion the following resolution was presented for adoption. Whereas, there has been presented to the Board of County Commissioners of the County of Sherburne, a petition praying for the change of State Road No. 1 which change places State Road No. 1 of the County of Sherburne and State of Minnesota, between the south corporation line of said Village of Elk River and the East line of lot five (5) of Block eight (8) said Village, which is in the unplatted portion of said Village of Elk River: and Whereas, the Village Council of the Village of Elk River County of Sherburne and State of Minnesota have approved of the location of said road therein and Whereas, the Village Council of the Village of Elk River deem it advisable and for the Public interest to create, lay out and establish a new road described as follows: Beginning at a point forty (40) feet south of the Northwest corner of lot one (1) of Block eight (8) Village of Elk River. Thence running on a line parallel with the West boundary line of the Great Northern right of way to the east line of lot five (5) said block eight (8) and Whereas, it is necessary to procure a right of way therefore; and Whereas, the said Village Council have entered into agreement with the owners of land for the purchase thereof at a price which to said Village Council seems just and reasonable Now, therefore be it resolved. That the said Village purchase from Prosper Vasser the north forty (40) feet of lots one (1) and two (2) block eight (8) Village of Elk River Sherburne County Minnesota for the sum of five hundred (500.00) four hundred and fifty dollars (450.00) of which shall be paid to the said Prosper Vasser and fifty dollars (50.00) of which shall be used for the purpose of perfecting the title thereto as appears of his written agreement. Be it further resolved, the said Village Council purchase from W.F. Chadbourne the following described premises situated in the County of Sherburne and State of Minnesota for the sum of five hundred dollars (500.00) which premises are described as follows: Lots three (3) and four (4) and five (5) of block eight (8) Village of Elk River according to the duly filed and recorded plat thereof and also beginning at the point on the east line of lot five (5) block eight (8) Village of Elk River, County of Sherburne and State of Minnesota. 150 feet south from the Northeast corner thereof. Thence running south along said east line of said lot five (5) to the east bank of the Mississippi River and to the low water mark thereof Thence southeasterly along the bank of said river and the low water mark to the south corporation line of the Village of Elk River.
