i=,- <br />Elk River <br />Municipal Utilities <br />SUMMARY COMMISSION POLICY AND REFERENCE GUIDE UPDATES FOR 2024 <br />POLICY <br />G.2g1/2/3/4 —Wage & Benefit, Financial Reserves & Investment, Information Security, and Dispute <br />Resolution Committee Charters —January 9/February 13, 2024 — Language adjusted to clarify that all <br />meetings will be held in accordance with Open Meeting Law. <br />G.2i — Electronic Signature — August 8, 2023 — New policy to establish the use and acceptability of <br />electronic signatures for ERMU. With this policy's approval, ERMU offers electronic signatures of service <br />agreements on its website. <br />G.4f1— Employee Handbook —June 13, 2023 —The changes are: <br />• Revise Date in footer & on cover page. <br />• Revise Table of Contents and page numbers. <br />• Revise Section 13 - Commitment to a Drug and Alcohol -Free Workplace, related to adult -use <br />cannabis legalization. <br />• Revise Section 30 - On -Call, to update residency rule for on -call workers to include commute <br />time. <br />• Revise Section 33 - Lead Pay Differential, to update lineworker position title and add water <br />operator as a qualifying position. <br />• Revise Section 34 - Longevity Pay, to update when the bonus is paid out. <br />• Revise Section 43 - Paid Holidays, to add Juneteenth Day. <br />• Revise Section 44 - Employee Clothing, to update lineworker position title. <br />• Revise Section 45 - Health Care Savings Plan, to add the percentage of paid sick leave conversion <br />to HCSP at time of retirement. <br />• Revise Section 47 - Health Insurance Coverage, to reflect cost increase. <br />• Add Section 51- Short Term Disability, to reflect the new employee benefit. <br />Updates that will appear in the 2024 Employee Handbook to be presented at a future meeting: <br />• January 9, 2024 — The clothing allowance for commissioners and non -field staff was increased <br />from $75 to $120. <br />• November 14 — 2023 — Wage & Benefit Committee <br />o Updating the Bereavement Leave Policy to include more inclusive language for relations <br />that qualify for three days of leave and a one -day tier for aunts, uncles, and cousins. <br />o Adjustments to the Nightwork and Rest Time Policy to provide a two-hour minimum rest <br />time for nightwork occurring 10:00 p.m. to 6:00 a.m. and eight hours of rest time for <br />employees working four or more hours between the hours of 12:00 a.m. to 6:00 <br />a.m. <br />X <br />
