Consider Concept Plan for Northeast Corner of TH 169 and 197 Avenue <br />th <br /> <br />Mr. Harlicker stated staff and the Planning Commission reviewed three parcels that three <br />residents requested be rezoned from residential to commercial. He discussed the advantages <br />and disadvantages of rezoning these parcels to commercial. Mr. Harlicker stated Mn/DOT <br />is proposing an interchange for the intersection of Highway 169 and 197 Avenue. He drew <br />th <br />on a map where the interchange could possibly go and stated it may affect one and a half of <br />the three parcels. Mr. Harlicker stated the Planning Commission felt that some of the land <br />should be preserved for the future interchange. He further stated staff is looking for <br />direction from Council on how to proceed with zoning these parcels. <br /> <br />Mayor Klinzing questioned if staff knows what type of interchange would be used at this <br />intersection. She questioned if the city could obtain the proposed interchange alignment <br />from Mn/DOT. She stated it makes sense to zone these parcels commercial because the city <br />needs more commercial in the city and this would have a limited impact to the surrounding <br />area. <br /> <br />Mr. Maurer stated there are no designs at this time for this interchange but that the Split <br />Diamond Interchange that Mr. Harlicker drew out would be the most likely type. <br /> <br />Councilmember Farber questioned if the map drawn by Mr. Harlicker was realistic or <br />liberal. <br /> <br />Mr. Maurer stated it was realistic. <br /> <br />Councilmember Motin stated he felt it was premature to rezone this parcel due to the <br />uncertainty of the interchange. He stated it makes sense to rezone this parcel at some point <br />but not until the city is aware of Mn/DOT’s plans. He stated if the parcel is rezoned now it <br />could cost more in the future for land acquisition. <br /> <br />Councilmember Dietz concurred. He stated the traffic is not heavy on 197 Avenue to <br />th <br />warrant the rezone to commercial development at this time. <br /> <br /> Councilmember Farber stated it would be a gamble to develop the parcels at this time. <br /> <br />Mayor Klinzing suggested revisiting this issue in 12 months because Mn/DOT should be <br />done working on an IRC Study for the city, which will give the city a better understanding <br />of what is planned for the intersection. <br /> <br /> Councilmember Gumphrey stated the parcels should be zoned commercial. <br /> <br /> Mayor Klinzing stated she would like to preserve some land for the interchange. <br /> <br />Mr. Beck stated 4 votes would be needed to rezone the land to commercial and right now <br />the indication is that the votes would not be available. He stated the city could take a <br />reasonable amount of property to meet the needs of a project but for the amount of land <br />needed for this interchange someone would have to compensation the property owners. <br /> <br /> <br />
