Staff agree that additional sign height should be considered, but a standard along the corridor should be <br />established. As visibilityT to the sign, at distances `vhen a decision to e�t is required, has not been significantly <br />impacted, staff recommend the sign height be limited to 30 feet above the adjacent roadwayT grade. This standard <br />would be a precedent for future ordinance amendments, variances, and PUD amendments along HighwayT 169. <br />Applicable Regulations <br />In approving a Conditional Use Permit, the council mayT impose such specific conditions with regard to the <br />development or operation of the proposed use as it considers necessar�T to satisf�T the seven standards set forth in <br />Section 30-654 and the requirements contained in this article and to promote compatibilit�T with and minimize anyT <br />potentiallyT adverse effects upon adjacent properties, the neighborhood or the cityT. <br />The issuance of a Conditional Use Permit can be ordered on1�T if the use at the proposed location: <br />1. LVill not endange�; injure o�• detTzlnentally affect the use and enjoylnent of othe��p� ope�fiy in the iminediate vicinity o�� the pul�lic <br />health, safety, yno�als, coynfo�fi, convenience o��gene�al ���elfa�e of tbe neigbl�o�hood oT• tbe city. <br />Allo�ving an increased sign height will not endanger, injure or detrimentally affect the use and enjoyTment of <br />other property in the immediate vicinityT or the public health, safetyT, morals, comfort, convenience, or <br />general �velfare of the neighborhood or the cityT. <br />Staff do not see a need to impose specific conditions to satisfyT this standard. <br />2. LVill l�e consistent �a�ith the co�npT ebensive plan. <br />The propertyT is guided as HighwayT Business. The highwayT business categor�T primaril�T consists of a mix of <br />auto-oriented retail and service businesses, restaurants, and communityT and regional-scale shopping <br />centers. High`vayT business uses are located along High�vayT 169 and High`vayT 10 and have high visibilityT <br />from these corridors. The use is consistent with the Comprehensive Plan. <br />Staff do not see a need to impose specific conditions to satisfy this standaYd. <br />3. LVill not ilnpede the noT7nal and oTde�ly developinent and ilnprovelnent of su�7ounding vacantprope�7y. <br />The surrounding area is fully developed. The use will not impede the normal and orderl�r development <br />and improvement of surrounding vacant propertyT. <br />Staff do not see a need to impose specific conditions to satisf�T this standard. <br />4. LVill ��e served adeguately ly and �a�ill not adve�:sely affect essential pul�lic facilities and se�vices including stz eets, police and fi� e <br />p�otection, d�ainage, refuse dis�osal, �a�ate�• and se2a�eT� syste�ns, pa�ks and schools; and 2a�ill not, in pa��icula�, create tra�c <br />congestion oT� interfeT ence �a�ith t� a�c on adjacent and neighl�o�zng pul�lic tho� oughfar•es. <br />The use will be served adequately by and will not adversely affect essential public facilities and services <br />including streets, police and fire protection, drainage, refuse disposal, water and sewer syTstems, parks and <br />schools; and will not, in particular, create traffic congestion or interference with traffic on adjacent and <br />neighboring public thoroughfares. <br />Staff do not see a need to impose specific conditions to satisf�T this standard. <br />
