MEMORANDUM

TO:

Scott Harlicker, Senior Planner

Rebecca Haug, Environmental Technician f 7f'

FROM:

DATE:

September 29, 2005

SUBJECT:

Heritage Maples Plat - Environmental Issues

, On Sept~mber ~8, 2005, Victor Pacheco, Mara Anderson and I met to discuss the
environmental issues in the Heritage Maples Plat. Impacts in the buffer area were
discouraged since t;.he City is proposing a wetland buffer' ordinance with the purpose of
the buffer having an area that is not impacted. The use of rain gardens to minimize the
size of the drainage ponds was discussed to avoid impacts in the wetland buffer area.
Mara and I gave Victor some names of communities that have incorporated rain gardens
and a few websites for installation, specifications, ecological benefits and cost
effectiveness.

Moving the proposed sidewalk along the Service Road to the West would avoid or
minimize wetland impacts, which is the purpose of the Wetland Conservation Act.
Also, since the project is serviced by a private drive, the idea "of making the drive a one-
way was brought up to allow for space to move the structures farther away from the
wetland. ' Finally, since the greatest impact is caused by two four-unit build, ings, Victor
acknowledged that by moving them to another lot, and/ot replacing them with a
different style of building, impacts could be' minimized even further.

1 understand that this plat is going in front of the City Council for approval on October
17, 2005. If you need any additional information from me prior to that meeting, please
feel free to contact me. Thank you.
