<br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />November 28, 2005 <br /> <br />File: 226-103P <br /> <br />Mr. Chris Leeseberg <br />City of Elk River <br />13065 Orono Parkway <br />Elk River MN 55330 <br /> <br />RE: NEW HORIZON CI-llLDCARE CENTER <br />ELK RIDGE CENTER <br /> <br />Dear Mr. Leeseberg: <br /> <br />As requested, we have reviewed the submittal package for the proposed New Horizon <br />Childcare Center to be located in Elk Ridge Center. Based upon our review, we would offer <br />the following comments: <br /> <br />1. The proposed childcare center is to be located in an area of Elk Ridge Center which is <br />currently unplatted. It will be necessary for the property to be platted prior to issuance <br />of a building permit. We believe the property is to be platted as Elk Ridge Center Third <br />Addition, and will likely go to the City Council prior to this proposal. <br /> <br />2. Sanitary sewer and water are proposed to be extended from internal facilities into the <br />west side of the building. The Fire Chief has asked that a hydrant be added to this <br />service connection with the hydrant placed in the southern island that defines the <br />entrance off the internal road. <br /> <br />3. There is regional ponding for Elk Ridge Center so there will be no need to pond storm <br />water on this site, Storm water is proposed to be picked up in a series of catch basins <br />and small diameter pipe and conveyed to the internal Elk Ridge Center's storm sewer <br />system. <br /> <br />4. The entire site is shown to be encircled with silt fence. This needs to be in place prior to <br />any work on the site. The construction driveway also needs to be in place prior to any <br />work on the site. Since the site is over one acre in size a NPDES permit will be <br />necessary, along with a Storm Water Pollution Prevention Plan (SWPPP).
