. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ~ River TRAFFIC EVALUATIONS SITE FEASIBILITY STUDY GREAT RIVER REGIONAL LIBRARY SYSTEM CITY OF ELK RIVER The Transportation Plan adopted by the City of Elk River examines the operational aspects of the local street system, traffic conditions and potential improvements. The Arterial routes - including Orono Parkway and the Orono Road and Main Street are critical major collectors and may impact the desired site location. SITE ACCESS Site access points for each of the sites are as follows: o Site Option A: Access to the existing library site is from "local streets" within a residential neighborhood. There are two access points including Proctor Avenue and 5th Street. The site is strategically located between the "principal arterials" of Highway 10 and the "major collector" of Main Street. o Site Option B: To access the proposed area of Orono Park identified for this site option, a new street will be required. The site is located between the "principal arterials" of Highway 10 and the "major collector" of Orono Parkway. A secondary access connection may be from the City Hall parking area. o Site Option C: The site is strategically located on the "major collector" of Orono Parkway. New lanes, curbs, and drives will be required to access the parking at the site. A split entry drive may be used to create two distinct emergency entrances. SITE TRAFFIC SAFETY Site safety considerations discussed for each of the sites are design issues to be outlined in the Program of Requirements.
