In addition to the standards <br />identified in Sec. 30-1911 c the following standards and procedures apply to additions <br />modifications, rehabilitations pairs, alterations, or maintenance of nonconforming structures: <br />1) All structures, includinv manufactured homes. must be elevated on fill so that the lowest <br />floor of the lowest enclosed area (including basemeno is at or above the Regulatory Flood <br />Protection Elevation (RFPE). The finished fill elevation shall be at or above the elevation <br />associated with the base flood plus any stage increases that result from designation of a <br />floodwU. Fill must extend at the same elevation at least 15 feet beyond the outside limits <br />of the structure. Elevations must be certified by a registered professional engineer, Iand <br />surveyor or other qualified person designated by the state commissioner. <br />(2) Electrical, heating, vet, ductwo& plumbing, and air conditioning equipment and <br />other service facilities are designed and/or located so as to prevent water from entering or <br />accumulating within the components during conditions of flooding. <br />C) Substantial Ly4rovement and Substantial Damage Determinations. Prior to issuing any, pemiits for <br />additions. modifications, rehabilitations, repairs, alterations, or maintenance to nonconforming <br />structures,_ the state commissioner is required to determine if such work constitutes substantial <br />
