In addition to the standards <br />identified in Sec. 30-1911(c), the following standards and procedures appl`, to additions, <br />modifications, rehabilitations, repairs, alterations, or maintenance of nonconforming structures: <br />1) All structures. including manufactured homes. must be elevated on fill so that the lowest <br />floor of the lowest enclosed area (including basement) is at or above the Regulatory Flood <br />Protection Elevation (RFPE). The finished fill elevation shall be at or above the elevation <br />associated with the base flood plus an)� stage increases that result from designation of a <br />floodway.
