An eligible organizational application must be all of the following. <br />a. An organization, entity or group that is: <br />− A 501(c)(3) tax-exempt arts organization; or <br />− A 501(c)(3) tax-exempt nonarts organization that regularly offers arts programming <br />as an integral part of its mission; or <br />− A unit of state, local, or tribal government, or a public school; or <br />− An arts affiliate of a nonprofit organization or public entity; or <br />− An arts group without 501(c)(3) status applying with a Minnesota tax-exempt or <br />public fiscal sponsor. <br />b. Physically located in Minnesota. The majority of the applicant’s arts programming, <br />services, or activities must take place in Minnesota, and must primarily serve and <br />engage Minnesota audiences and participants. <br />c. Have been in existence and actively providing arts programming in Minnesota as an <br />important part of its mission for at least two years prior to the application deadline. <br />d. Have at least one paid staff person in a position of artistic or administrative oversight. <br />The paid staff person may be full-time or part-time, salaried or contracted. <br /> <br />An organization may submit an application in only one of the following programs in <br />FY 2024: Arts Education, Arts Experiences, Cultural Expression. <br />Additional eligibility limitations for organizational applicants <br />• For all applicants regardless of organization type, a program, division, or affiliate of an <br />organization and its host organization cannot both apply for an Arts Experiences grant. <br />• A nonprofit or government applicant that is not an arts organization must be able to <br />separately identify its arts programming revenues and expenses from its nonarts <br />financial activity. <br />• An applicant that is an arts affiliate must be able to separately identify its arts <br />programming revenues and expenses from its host institution’s financial activity. <br />• Organizations whose main purpose is to raise funds for another person, organization, or <br />cause are not eligible to apply in this program. <br />• Any state agency, public entity, or nonprofit organization that receives a legislative <br />appropriation or legislatively mandated grant from the State of Minnesota’s arts and <br />cultural heritage fund for FY 2024 is NOT eligible to receive a FY 2024 Arts Experiences <br />grant. <br />Definitions <br />• Applicant – Throughout this document and in the application forms, the word applicant <br />means an individual artist or culture bearer, an arts nonprofit organization, an arts affiliate, <br />an arts group with a fiscal sponsor, or a public entity that is applying for funding. It does not <br />refer to the fiscal sponsor of an arts group without 501(c)(3) status or the host institution of <br />an arts affiliate. <br />• Arts affiliate – A distinct arts program hosted by a Minnesota public institution or nonprofit <br />organization that provides arts programming or activities that primarily serve the general <br />public, not the host institution and/or its constituents. The affiliate must have a citizen <br />advisory or governing board that is independent from the host organization’s board. It must <br />maintain financial statements that are separate from the host institution’s budget and must <br />receive charitable arts support from multiple sources beyond the support it receives from the
