Item # 5.9.8.

MEMORANDUM

TO: Mayor and City Council

FROM: Lori johnson, City Administrator

DATE: january 9,2006

SUBJECT: Discuss Filling Finance/Administration Position Vacancy

Attached is a copy of the organizational chart that was approved by the City Council in November
2004. Recent changes in personnel have created needs in two areas, finance and administration.
This item is on the agenda so that the Council and staff can best determine how to meet the needs
in these areas. There are several different ways this can be handled depending upon the Council's
wishes. Please come prepared with your thoughts on how you would like to either change the
structure or fill the positions as they currently exist.

My recommendation in general is that the Finance Department cannot function with fewer
employees than it currently has and, in fact, is currently dealing with a very heavy workload.
Additionally, this year Senior Accounting Clerk Joan Frick plans to retire. The Finance Department
has been preparing for this retirement for the last year with restructuring the department a key part
of the planning process. Ms. Frick's pending retirement reinforces the need for keeping the Finance
Department up to full staff because the learning curve and efficiency of a new employee will not be
at the same level as we currently have with a very experienced and efficient long-term employee.

Please feel free to call prior to Monday's meeting if you have any questions on this item.

s: \ Council\Lori\2006 \Finance Director Position. doc
