Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, October 2, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Matt Westgaard, and Jennifer <br />Wagner <br />Members Absent: Councilmember Beyer <br />Staff Present: Business Services Director/Assistant City Administrator Joe Stremcha, Community <br />Development Director Zack Carlton, and Records Specialist Katie Porath <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order <br />at 6:27 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Items 4.6 and 11.1 were removed from the agenda. <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve <br />the agenda as amended. Motion carried 4-0. <br />4. Consent Agenda <br />Moved by Councilmember Wagner and seconded by Councilmember Westgaard to approve: <br />4.1 September 18, 2023, Minutes. <br />4.2 Check register as outlined in the staff report. <br />4.3 Adopt Resolution 23-40 acknowledging appreciation and thanks to the many sponsors <br />that help make Elk RiverFest possible. <br />4.4 Adopt the City Council goals discussed at the May 8, 2023, Special Meeting. <br />4.5 Approve Agreement 23-31 an amendment to the Elk River Multipurpose Facility <br />Naming Rights Agreement. <br />4.6 Removed from the agenda. <br />4.7 Accept the quote from North Valley Inc. to repair the damage to the Orono Park <br />pickle ball court for $14,914.67. <br />4.8 Execute a towing Agreement 23-32 between the City of Elk River and Collins Brothers <br />Towing, Inc. <br />Motion carried 4-0. <br />U <br />
