<br /> <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.7 <br />Agenda Section Meeting Date Prepared by <br />Consent Agenda October 16, 2023 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />Hire Community Service Officer II/Evidence Ron Nierenhausen, Police Chief <br />Technician <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Approve, by motion, the hiring of Scott Clark to the position of Community Service Officer II/Evidence <br />Technician effective October 23, 2023. <br /> <br />Background/Discussion <br />The city has two, 24-hr/week Community Service Officer (CSO) I positions intended to provide work experience <br />to law enforcement students with employment limited to three years. Currently, these positions are vacant. Our <br />fulltime CSOII/Evidence Technician is planning to retire early next year. We would like to hire a CSOII / <br />Evidence Technician now in place of hiring two part-time CSOIs. This will allow time for training and transition <br />of duties to provide for seamless operations. <br /> <br />Scott Clark was a police reserve officer for us from September 2018 to April 2022. He rejoined the reserve force <br />in March of this year. Previously, he worked as an automotive service manager and managed a body repair shop. <br />He holds an associate’s degree and certifications in the automotive service technician field. Chief Nierenhausen <br />feels Mr. Clark will make an outstanding replacement for our current CSOII/Evidence Technician whose shoes <br />will be hard to fill. <br /> <br />Mr. Clark will start at step B of pay grade 5N. Pending successful performance, will move to step C in 6 months, <br />and Step D on his 1-year anniversary. All other pay and benefits will be consistent with city policy. <br /> <br />Financial Impact <br />There is no 2023 budget impact. The two budgeted part-time CSOI positions are not insurance benefit eligible and <br />gross wage for 2024 is about $2,500 more than that for a CSOII at step B.
