Request for Action

To Item Number
Mayor and City Council 11.1
Agenda Section Meeting Date Prepared by
Work Session September 5, 2023 Joe Stremcha, Assistant City Administrator
Item Description Reviewed by
Rivers Edge Commons Park Limestone Block Cal Portner, City Administrator
Deterioration
Reviewed by

Action Requested
Discuss the condition of Rivers Edge Commons Park and obtain Council direction.

Background/Discussion
Rivers Edge Commons Park was constructed in 2007 and expanded in 2017. There is significant deterioration in
rd
some of the seating areas. Vetter Stone in Mankato was consulted as a 3 party to consider options related to
restoration. Based on the conditions of the limestone there is not a restoration process economically feasible, and
the stone has reached the end-of-life stage.

There were several recommendations for extending the life of the blocks at time of installation such as creating an
aggregate base foundation and soil separation to limit the freeze-thaw weathering exposure. These are not feasible
at this stage due to the significant cracking and deterioration of more than 60% of the seating area.

Does the City Council view the venue as a priority for restoration and if so, what direction would they give to the
Parks Commission and staff for planning long-term improvements at the venue.

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: January 2023
