City Council Minutes <br />July 17, 2023 <br />Page 12 <br />Councilmember Wagner was frustrated with not receiving enough information on the Multipurpose <br />Facility Advisory Commission to make decisions. <br />Mayor Dietz asked if the city has a plan in place to try and get back to the average cost of ice rental. <br />How long is the current contract with youth hockey? Mr. Stremcha responded that the youth hockey <br />agreement expires after next season. <br />Councilmember Wagner addressed feedback she had heard from Two Brothers Hockey that they <br />were coming to open the facilities in the morning and put out nets because staff were not there. Mr. <br />Dalton stated that, in the old ice rink, this did occur, and the practice carried over to the new facility <br />and is no longer occurring. <br />Mayor Dietz stated Two Brothers Hockey should not have keys to the Furniture and Things <br />Community Event Center. Mr. Dalton stated that facility staff will work with Two Brothers to <br />monitor their access. <br />Mr. Dalton clarified Two Brothers Hockey would only be using the field house at times when it was <br />not being used by other groups. <br />Moved by Councilmember Wagner and seconded by Councilmember Grupa to approve <br />Agreement 23-23 approving the Two Brothers agreement as recommended by the Multi - <br />Purpose Facility Advisory Commission. Motion carried 5-0. <br />Councilmember Wagner asked Mr. Stremcha to provide data at the upcoming budget meetings to see <br />the complete picture of what is needed for the facility. <br />8.4 Summary of City Administrator Performance Review <br />Mayor Dietz presented the staff report. <br />Moved by Councilmember Grupa and seconded by Councilmember Westgaard to approve <br />the summary of City Administrator performance review. Motion carried 5-0. <br />8.5 Letter to Minnesota Department of Transportation (MnDOT) <br />Councilmember Wagner stated the Together Elk River subcommittee would like the Council to write <br />a letter to MnDOT requesting "businesses open, exit Main Street" signs be created and placed as soon <br />as possible. <br />Moved by Councilmember Wagner and seconded by Councihnember Beyer for the city <br />council to direct staff for a letter of support to MnDOT to put up business right-of-way signs <br />along Highway 169. Motion carried 5-0. <br />9. Adjourn Regular Meeting <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to adjourn the <br />regular meeting of City Council.
