City Council Minutes <br />July 17, 2023 <br />Page 10 <br />City Attorney Shepherd reviewed the city's special assessment policy that requires the Council to <br />make a special approval for amounts over $40,000. <br />Mr. Wisner asked the Council about changing the ordinance stating that private property septic tanks <br />do not need to be brought up to compliance if they are connected to city sewer. <br />Councilmember Westgaard was concerned that the extra ground water that was being processed in <br />the area would now be processed by the city. Mr. Thom stated that the source of some of the extra <br />groundwater was found when one of the homeowners needed to replace his septic tanks. There is a <br />notable reduction of flowage from last year. <br />Moved by Mayor Dietz to set the interest rate at 5.3% for 15 years. Motion died for lack of a <br />second. <br />Councilmember Wagner was in favor of considering a 20-year payback due to the high cost of the <br />assessment. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve <br />the petition of waiver which was submitted by the Homeowners Association as it is over <br />$40,000. Motion carried 5-0. <br />Moved by Councilmember Wagner and seconded by Councilmember Westgaard to adopt <br />Resolution 23-26 for the adoption of the special assessment roll at a rate of 5.3% over a period <br />of 20 years. Motion carried 5-0. <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve <br />Connection Agreement 23-21 with Rolling Hills. Motion carried 5-0. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve <br />lift station easement Agreement 23-22. Motion carried 5-0. <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to adopt <br />Resolution 23-27 awarding bid to Northdale Construction Company in the amount of <br />$1,711,923.51. Motion carried 5-0. <br />Councilmember Westgaard asked about the timing of construction. Mr. Wisner stated it would begin <br />in August of 2023, but supply chain issues may delay completion for a year. <br />8.2 Watson Circle Cul-de-sac <br />Mr. Sandhoefner presented the staff report. <br />Scott Stevenson,19850 Watson Circle NW, showed photos of different cul-de-sac in Elk River as <br />size comparison and discussed clearing snow. <br />Vickie Stevenson,19850 Watson Circle NW, stated the street was not wide enough for two <br />vehicles to pass each other. <br />'0â– FIFIi'd <br />hNAM <br />
