City Council Minutes Page 7 <br />June 20, 2023 <br />----------------------------- <br />The Council decided to go forward with the Planning Commission’s recommendations regarding business <br />hours of operation, no outdoor storage in residential areas, having an architect required and they decided to <br />discuss the motor vehicle repairs soon. They agreed to start using Interim Use Permits instead of <br />Conditional Use Permits. The Council also agreed to not allow semi-deliveries in residential areas. <br /> <br />These recommendations will be going back to the Planning Commission once more for discussion and then <br />back to the Council for final approval. <br /> <br />10.2 Personnel Policy Manual Update <br /> <br /> Mr. Portner presented the staff report. <br /> <br /> The Council agreed to move forward with the proposed updates as outlined in the staff report. <br />. <br /> Motion to Adjourn <br /> <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to adjourn the meeting <br />of the City Council. Motion carried 5-0. <br /> <br />The meeting adjourned at 9:03 p.m. <br /> <br /> 13. Closed Meeting <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 9:04 <br />p.m. by Mayor Dietz. <br /> <br />Mayor Dietz read the following statement, “The Council will be holding a closed meeting pursuant to MN <br />Statute 13D.05, Subdivision 3(a). The Council will discuss the annual work performance of City <br />Administrator Cal Portner.” <br /> <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and <br />Jennifer Wagner <br /> <br />Staff Present: City Administrator Calvin Portner <br /> <br />Moved by Councilmember Wagner and seconded by Councilmember Beyer to commence the <br />closed meeting. Motion carried 5-0. <br /> <br />14. Motion to Adjourn <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to adjourn the <br />meeting of City Council.
