<br />have identified the need for a PCS site in the Elk River area. The site along Hwy 169 and <br /> <br />south of 22Sth Ave. is within the geographic area in which a facility must be located in order <br /> <br />for it to function as an integral part of the PCS network. <br /> <br />The property was selected based on its satisfying Cingular RF criteria (including <br /> <br />antenna height) and American Tower Corporation and Cingular's review oflocalland uses <br /> <br />and site availability. Specifically, proximity to the Hutchinson residential and business <br /> <br />communities and major roadways were relevant siting criteria. <br /> <br /> <br />The property is zoned Agricultural. Pursuant to the City of Elk River Zoning <br /> <br /> <br />Ordinance, American Tower Corporation, in conjunction with it's lessee, Cingular Wireless <br /> <br /> <br />has made application for a Conditional Use Permit in order to erect and maintain a wireless <br /> <br />PCS facility, including installing a multi-carrier 199 foot monopole tower with antennas at <br /> <br />the specified antenna center line, or "ACL", noted on supplied site specific construction <br /> <br />drawings submitted for review. American Tower Corporation's tower site and Cingular's <br /> <br />facility will be contained within the 100 foot by 100 foot leased parcel, which will be <br /> <br />surrounded by a six-foot (6') fence, with three (3) strands of barb-wire on top. <br /> <br />The proposed facility is not staffed, and, upon completion, will require only <br /> <br />infrequent site visits (approximately one time a month). Access will be provided to the <br /> <br />WTSF via the proposed entry ways to the property leading off from the south side of 22Sth <br /> <br />Ave. to the proposed site. Hence the facility will not have any material impact on either <br /> <br />traffic. The site is entirely self-monitored and connects directly to a central office where <br /> <br />sophisticated computers alert personnel to equipment malfunction or breach of security. <br /> <br />Moreover, no nuisances will be generated by the proposed PCS facility. In general, PCS <br /> <br />technology does not interfere with any other forms of communications. To the contrary, <br /> <br />PCS technology provides vital communication in emergency situations and will be <br />
