<br /> <br />Item # 3. 8 . <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Joan Schmidt, City Clerk <br /> <br />DATE: December 19,2005 <br /> <br />SUBJECT: Approval of Agreement Between Sherburne County and the <br />City of Elk River of Local Equipment Plan, Terms for Operating <br />and Replacement Costs of AutoMark machines to meet the <br />Help America Vote Act (HAVA) requirements <br /> <br />ITEM <br />Authorize entering into an agreement with Sherburne County for voter election machines <br />for upcoming elections for individuals with disabilities. <br /> <br />BACKGROUND <br />The Minnesota State Legislature has appropriated $29,000,000 from the Help America Vote <br />Act account for Counties to purchase electronic voting systems equipped for individuals <br />with disabilities and for certain related operating expenses. Each county expends the funds <br />in accordance with a plan that must be created by a county working group. <br /> <br />On August 1, 2005, the City Council approved Resolution 05-80 approving the use of Help <br />America Vote Act (HA V A) monies at the local level. <br /> <br />Since then some slight changes have occurred with none affecting the City of Elk River but <br />dollar amount changes for other entities within Sherburne County (St. Cloud, City of Clear <br />Lake and Clear Lake Township). However, Sherburne County is asking that the Council <br />review this new information and authorize the Mayor to sign the agreement between <br />Sherburne County and the City of Elk River regarding the voter election machines, the <br />ES&S AutoMark Voter Assist Terminals. <br /> <br />ACTION REOUESTED <br /> <br />Motion to authorize the Mayor to enter into an agreement with Sherburne County regarding <br />the voter election machines, the ES&S AutoMark Voter Assist Terminals, to be used for <br />upcoming elections for individuals with disabilities. <br />s: \ Council\) oan \Elections \Res-HA VA money2.doc <br />
