<br />Park and Recreation Commission Minutes <br />January 8, 1997 <br /> <br />Page 2 <br /> <br />4. <br /> <br />Open Mike <br /> <br />. <br /> <br />Tom Cruz, 11146 190th Avenue NW, expressed his concern there were no parks on <br />the east side of Highway 169, except for a small neighborhood park with swings <br />and a small basketball court. Chair Dana Anderson explained when the <br />residential property east of Highway 169 was developed, cash was accepted in <br />lieu of park dedication. He noted the Park & Recreation Commission is trying to <br />establish an east-west trail link. Mr. Cruz felt the Park & Rec Commission should <br />consider buying property to set aside for future parks when the street is extended <br />to the proposed new church. He also felt the Commission should consider a park <br />in the vacant land south of his property towards McDonalds, as well as the <br />vacant land behind Deerfield. Mr. Cruz stated there is a great need for a hockey <br />rink or baseball diamond, due to the large number of children living in this general <br />area. <br /> <br />Phil Hals indicated there is are three park areas proposed for the east side of <br />Highway 1 69, but that these areas will likely not become available for parks until <br />they are developed. Dana explained that it is not economically feasible for the <br />Commission to buy land when developers are willing to pay more. <br /> <br />Tom Cruz also expressed his concern for tree preservation. <br /> <br />Members of the Commission and staff stated they would contact Mr. Cruz when <br />more information is available regarding the proposed park bond referendum. <br /> <br />5. <br /> <br />Area Recreation Update - Jeff Asfahl <br /> <br />. <br /> <br />A. Recreation Proarams <br />Jeff reported the winter community education brochure is out and <br />programs will begin this coming Friday. He noted the Youth Initiative Task <br />Force will be meeting next Tuesday. A joint meeting is also planned with <br />Community Ed, the recreation board and ECFE. <br /> <br />B. Skateboard Park <br />Jeff met with Phil regarding this issue. The youth group voted to spend the <br />$100 raised this past summer to purchase the engineered plans from the <br />City of Burnsville. Jeff sent out an informal survey to several cities that <br />have skateboard parks but has not received any information to report on <br />at this time. <br /> <br />6. Planninq Items <br /> <br />Oak Run - This proposed plat is located between County Road 32 and County <br />Road 1 at 21 Oth Avenue alignment. The plat involves subdividing a 9 acre parcel <br />into 3 lots. <br /> <br />COMMISSIONER OLSON MOVED TO ACCEPT CASH TO MEET THE PARK DEDICATION <br />REQUIREMENTS FOR THE OAK RUN PLAT. COMMISSIONER DAVE ANDERSON <br />SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />. <br />
