COMMUNITY VALUES CHECKLIST FOR LOCAL GOVERNMENTS. IN PRINCIPAL. AND THAT THE COMMISSION WILL USE THE DOCUMENT AS A GUIDELINE WHEN REVIEWING PROPOSALS WHICH COME BEFORE THE PARK AND RECREATION COMMISSION. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. . Snowmobile Ordinance Ken Lueck. representative of the Mystic Riders Snowmobile Club. was present to express his concems regarding the proposed snowmobile ordinance. Mr. Lueck did not want to see snowmobiles banned completely from the urban service area and explained the need for route for trail riders who are not familiar with the city. Mr. Lueck explained that the Mystic Riders Snowmobile Club grooms approximately 225 miles of trails 2-3 times a week. which include a portion of Anoka County. Crown. Spencer Brook. East Bethel. Princeton and Bock. Discussion followed regarding problems the police department is experiencing with snowmobiles. as well as problems faced by the snowmobilers in trying to cross the Mississippi River and get through the City of Elk River. Ron Nierenhausen indicated the complaints received by Police Department are not regarding trail riders but are Elk River residents trying to get to the bars or to a friend's house. Mr. Lueck expressed his willingness to work with the city in establishing a well- marked route through the city. He felt there was a possibility of obtaining funding for signs through a charitable gambling organization. . Chair Dana Anderson invited Mr. Lueck to attend a future meeting with the Park & Recreation Commission in 1-2 months. to discuss a possible trail link through the city. In the meantime. Chair Anderson suggested Mr. Lueck work with the Police Department as well. in trying to resolve this issue. 5. Area Recreation Update - Jeff Asfahl 5.A. - Update on Youth Initiative Jeff Asfahl explained the following themes will be addressed by the Youth Initiative group: 1. Mentoring program - They are working with the WCCO Speakers' Bureau for assistance. Skate park - This will be discussed at the January 13. 1997 meeting. Representatives of the Park & Recreation Commission are asked to be in attendance. Cafe Club Activities Hotline/Network - This networking will aid in sharing communications regarding youth activities that are available. in order to minimize program duplication. Jeff will investigate the possibility of Elk River networking with the "What's Up" phone line in Minneapolis. . 2. 3. 4.
