INC. COMMUNITY VALUES CHECKLIST FOR LOCAL <br />GOVERNMENTS. IN PRINCIPAL. AND THAT THE COMMISSION WILL USE THE <br />DOCUMENT AS A GUIDELINE WHEN REVIEWING PROPOSALS WHICH COME BEFORE <br />THE PARK AND RECREATION COMMISSION. COMMISSIONER OLSON SECONDED <br />THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />. <br /> <br />Snowmobile Ordinance <br /> <br />Ken Lueck. representative of the Mystic Riders Snowmobile Club. was present to <br />express his concems regarding the proposed snowmobile ordinance. Mr. Lueck <br />did not want to see snowmobiles banned completely from the urban service <br />area and explained the need for route for trail riders who are not familiar with <br />the city. <br /> <br />Mr. Lueck explained that the Mystic Riders Snowmobile Club grooms <br />approximately 225 miles of trails 2-3 times a week. which include a portion of <br />Anoka County. Crown. Spencer Brook. East Bethel. Princeton and Bock. <br /> <br />Discussion followed regarding problems the police department is experiencing <br />with snowmobiles. as well as problems faced by the snowmobilers in trying to <br />cross the Mississippi River and get through the City of Elk River. Ron Nierenhausen <br />indicated the complaints received by Police Department are not regarding trail <br />riders but are Elk River residents trying to get to the bars or to a friend's house. <br /> <br />Mr. Lueck expressed his willingness to work with the city in establishing a well- <br />marked route through the city. He felt there was a possibility of obtaining <br />funding for signs through a charitable gambling organization. <br /> <br />. <br /> <br />Chair Dana Anderson invited Mr. Lueck to attend a future meeting with the Park <br />& Recreation Commission in 1-2 months. to discuss a possible trail link through <br />the city. In the meantime. Chair Anderson suggested Mr. Lueck work with the <br />Police Department as well. in trying to resolve this issue. <br /> <br />5. Area Recreation Update - Jeff Asfahl <br /> <br />5.A. - Update on Youth Initiative <br /> <br />Jeff Asfahl explained the following themes will be addressed by the Youth <br />Initiative group: <br /> <br />1. <br /> <br />Mentoring program - They are working with the WCCO Speakers' Bureau <br />for assistance. <br />Skate park - This will be discussed at the January 13. 1997 meeting. <br />Representatives of the Park & Recreation Commission are asked to be in <br />attendance. <br />Cafe Club <br />Activities Hotline/Network - This networking will aid in sharing <br />communications regarding youth activities that are available. in order to <br />minimize program duplication. Jeff will investigate the possibility of Elk <br />River networking with the "What's Up" phone line in Minneapolis. <br /> <br />. <br /> <br />2. <br /> <br />3. <br />4. <br />
