Mr.
Mundt explained the projected income estimate from the fitness center had
been cut back approximately 60%. Jeff Asfahl noted that although the local
groups will be offered a discount for use of the facilities, the cost will still be
approximately 50% higher than what they are used to paying. Further discussion
followed regarding scheduling of events and possible conflicts. Mr. Mundt
explained that events are normally booked 3 - 4 months in advance.

Additional discussion was given to the amount of acreage needed for the sports
complex. Phil Hals that he felt that at a minimum, the 2+ acre parcel should be
retained by the city for future park needs.

Chair Dana Anderson expressed his concern there is not enough benefit to the
average citizen of Elk River considering the impact on adult and youth sports,
the loss of park land, increased traffic and need for additional police
protection.

9. Cost of Liqhts for Oak Knoll Park Baseball Fields

Phil Hals indicated the cost of lighting one field is approximately $53,000 and the
cost would be $48,000 per field if two fields are done. Commissioner Dave
Anderson noted there are ways to cut the cost but that the savings are not
worth the problems associated with lesser quality materials.

Discussion followed regarding adult, older youth and younger youth sports
needs at Oak Knoll Park. Phil felt it is important to maximize usage on the fields
currently owned by the city by establishing grass and providing lighting.

10.

Discuss Replacement of Field Maintenance Vehicle for Softball Complex - Dave
Anderson

Discussion was given to the need for replacing the 10 year old tractor currently
used for maintaining the softball fields. The Commission asked that Phil Hals
check pricing and options for funding the purchase of a new tractor (Le.,
Cushman, T oro, Suzuki).

11. Discuss Snowmobile for Trail Groominq - Dave Anderson

Commissioner Dave Anderson explained that approximately one-half to three-
quarters of the ski trail grooming is done by volunteers, which takes from 5 to 20
hours per week, depending on snow conditions. Phil noted there may be some
equipment savings by having volunteers groom the trails. Dave explained he
would like to purchase a new machine, but since that may not be feasible, a
used, liquid-cooled machine would serve their purpose. Dave added that the
Elk River ski trails are rated 2nd or 3rd in the state, and that there will be added
trails to groom in the Top of the World Park.
