COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE <br />MOTION CARRIED 7-0. <br /> <br />9. <br /> <br />Update on Cass ProperlY <br /> <br />9a. <br /> <br />Gradino <br /> <br />Phil Hals. Street/Park Department. handed out and explained the plans for the <br />grading of the Cass Properly. <br /> <br />The Street/Park Department will start work on the Cass Properly this fall <br /> <br />9b. Discussion on MSF Use <br /> <br />10. <br /> <br />Phil Hals. Street/Park Department. suggested the City should proceed with the <br />Cass properly project and deal with MSF when their plans are finalized. <br /> <br />Rolfe Anderson left at this time (8:59 p.m.) <br /> <br />Discussion on the Cottages of Elk River Park Dedicqtion <br /> <br />The Council has asked the Park & Recreation Commission to waive the park <br />dedicaiion fees for Derrick Investment. Chair Dana Anderson stated if the <br />commission waived the $35,000 in park dedication fees. it would be sending a <br />message to other developers that they have the option to waive their fees. <br /> <br />Chair Dana Anderson asked all commissioners to attend the September 16, 1996 <br />City Council meeting regarding this issue. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO HAVE PARK DEDICATION FEES BE <br />CONSISTENT WITH THE PARK & RECREATION COMMISSION PROPOSED <br />COMPREHENSIVE PLAN. COMMISSIONER OLSON SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />11. Discussion on Downtown Gazebo <br /> <br />Chair Dana Anderson expressed disappointment regarding the Jackson Square <br />Park and that the Park & Recreation Commission were not involved. <br /> <br />COMMISSIONER ROLFE ANDERSON MOVED TO REMOVE THE FOUR PARKING STALLS <br />IN FRONT OF THE EDA SITE. CONSIDER THE CREATION OF A CONCRETE APRON, <br />AND REMOVE THE POWERlINES TO OFFER A BEHER VIEW OF THE RIVER fOR THE <br />DOWNTOWN. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />12. Woodland Trails Update <br /> <br />The Woodland Trails open house will be October 5.1996. from 1:00 p.m. to 5:00 <br />p.m. The open house will be advertised in "The Current". <br />
