Discuss Hoisinaton Plan for Railroad Trail <br /> <br />. <br /> <br />Paul Paige, Hoisington Koegler Group Inc., reviewed the proposed plans for the <br />Railroad Trail. Mr. Paige stated the Commission should be aware of the fragile <br />ecological system, and that development will be a stress to land along the trail. <br />Mr. Paige suggested that property for park dedication could be helpful towards <br />this project. Commissioner Dave Anderson suggested possible grade changes <br />and a larger rest stop or picnic area. Commissioner Dave Anderson also <br />expressed his concerns over the crossing of Country Road 1. Dave Anderson <br />suggested more signage or a box culvert. <br /> <br />The Commission would like to have Paul Paige walk the trail with some of the <br />members of the Commission on Wednesday, May 1 at 4:30 p.m. <br /> <br />6. Review Concept Plan for Elk River Cottaaes <br /> <br />Steve Ach, City Planner reviewed the concept plans for Elk River City Cottages. <br />The Park and R~creation Commission suggested a sidewalk along Highland <br />Road. <br /> <br />6.A Nordic Woods Trail <br /> <br />Steve Ach, City Planner updated the Park and Recreation Commission on what <br />would be presented at the Special City Council meeting on Thursday, April 11, <br />1996. <br /> <br />. <br /> <br />7. Area Recreation Update - Jeff Asfahl <br /> <br />Jeff Asfahl, Community Recreation Director, updated the Commission on Lion I s <br />Park improvements. <br /> <br />8. Consider Joint Meetina with City Council on Mav 6, 1996 <br /> <br />The Park and Recreation Commission discussed what topics should be on the <br />agenda. <br /> <br />9. Discussion of Cass Property Development <br /> <br />Phil Hals, Street/Park Superintendent, discussed with the Commission the <br />immediate concerns for the Cass Property. <br /> <br />10. Discussion of Trail Improvements <br /> <br />Phil Hals, Street/Park Superintendent, spoke with UPA regarding a power pole for <br />Meadowvale Heights. The trail cannot be completed until the pole is taken <br />care of. <br /> <br />11. <br /> <br />Staff Updates <br /> <br />. <br /> <br />Phil Hals, Street/Park Superintendent, informed the Commission that the LCMR <br />grant has been ruled out for 1996. The deadline has been moved to March 31, <br />
