<br />Elk River Park and Recreation Commission <br />February 14, 1996 <br /> <br />Page 2 <br /> <br />4.1 <br /> <br />Area Recreation Update - Jeff Asfahl <br /> <br />. <br /> <br />Jeff Asfahl, Community Recreation Coordinator, updated the Commission on <br />capital improvements to Lions Park. This would create an opportunity for a <br />place for teens. There would be potential to consider paving the walking trail <br />for rollerblading, also open up the pavilion for summer activities. <br /> <br />Phil Hals, Street/Park Superintendent. has spoken with the Lions regarding <br />installation of new playground equipment and Phil will discuss with the Lions <br />regarding paving the trail. <br /> <br />Commissioners Shawn Donais and Lana Huberty volunteered to help Jeff Asfahl <br />with the March for Parks, on Saturday, April 20, 1996. <br /> <br />5. Plannina Items <br /> <br />5.1 Discussion on Minnesota Sports Federation (MSFI Proposal <br /> <br />Commissioner Dave Anderson stated the City of Elk River is one of five proposed <br />sites for the Minnesota Sports Federation. Phil Hals, Street/Park Superintendent, <br />stated that MSF is looking into the E & 0 Tool site. Commissioner Donais stated <br />that this is worth pursuing because there is a definite need for this in Elk River. <br />Chair Dana Anderson would like staff to pursue the concept of how much land <br />MSF needs, and the remaining land for park dedication. Discussion on this topic <br />will continue at future meetings. <br /> <br />5.2 <br /> <br />Discussion of Cass Property Development <br /> <br />. <br /> <br />Phil Hals, Street/Park Superintendent. stated the MSF was looking at the Cass <br />property. It was the consensus of the Commissioners that too much effort has <br />been put into the Cass property and that they do not want to involve the Cass <br />property. <br /> <br />5.3 Lafayette Woods Preliminary Plat (Case No. P 95-21 <br /> <br />Steve Ach, City Planner, stated the developer has withdrawn the application to <br />extend the cul-de-sac. <br /> <br />5.4 Nordic Woods Preliminary Plat (Case No. P-95-81 <br /> <br />Steve Ach, City Planner, reviewed with the Commission the recommendation <br />which was made at the January 17,1996, Park and Recreation Commission <br />meeting. <br /> <br />DAVE ANDERSON MOVED TO WITHDRAW THE PREVIOUS RECOMMENDATION AND <br />ACCEPT CASH AS PARK DEDICATION AND REQUIRE 10 FEET OF RIGHT OF WAY ON <br />THE ROADS ACCESSING THE PLAT FROM COUNTRY ROAD #1 AND 10 FEET OF <br />BITUMINOUS TO ACCOMMODATE A DETACHED TRAIL THAT WOULD RUN UP TO THE <br />EASTERLY CUL-DE-SAC. THE PARK COMMISSION ALSO STATED THAT FUTURE PLATS <br />TO THE EAST WILL BE REVIEWED FOR A 50 FOOT TRAIL CORRIDOR TOWARDS THE <br />CITY TRAIL. COMMISSIONER DONAIS SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />. <br />
