<br />Elk River Park & Recreation Commission Meeting <br />July 14, 1993 <br /> <br />Page 2 <br /> <br />6. <br /> <br />County Park Commission <br /> <br />. <br /> <br />Chair Anderson reported to the Park & Recreation Commission on the <br />organizational meeting for the Sherburne County Park Commission. Chair <br />Anderson said that the Committee will consist of seven members and will <br />meet monthly with one, two, or three of the County Commissioners in <br />attendance. <br /> <br />Commissioner St. Oennis stated that the County has no money or property <br />at this time, but the first major concern is to do a joint project with <br />the DNR in the Sand Dunes State Park. <br /> <br />Information was shared, but no formal action was taken. <br /> <br />7. Staff Updates <br /> <br />Phil Hals explained the recent discussions between City Administrator, <br />Pat Klaers, and the Elk River Country Club regarding a possible <br />property swap. He also discussed the proposed park improvements, the <br />Archaeological Survey, and the ISTEA Trail Grant. <br /> <br />COMMISSIONER LIPETZKY MOVED TO <br />CLUB AND ENCOURAGE PAT KLAERS, <br />NEGOTIATIONS ON THE LAND SWAP. <br />MOTION. THE MOTION CARRIED 8-0. <br /> <br />SUPPORT THE PROPOSAL WITH THE COUNTRY <br />CITY ADMINISTRATOR, TO CONTINUE <br />COMMISSIONER O'BRIEN SECONDED THE <br /> <br />7.a. Jet Skis - Chair Anderson <br /> <br />. <br /> <br />Chair Anderson expressed his concern for the safety of boaters and jet <br />ski operators on Lake Orono during periods of high usage. <br /> <br />After a brief discussion, it was agreed that since Lake Orono is public <br />water, Minnesota boating rules would have to be enforced by the <br />Sherburne County Water Patrol and that there is little more that the <br />City can do to limit the use of jet skis on Lake Orono. <br /> <br />7.b. Park and Recreation Ordinance <br /> <br />Chair Anderson explained that on 7/12/93, the City Council voted 3-1-1 <br />to change the City ordinance making the present Park and Recreation <br />Commission the Park Commission, reducing the number of Commissioners <br />and requiring that all Commission members be residents of the City. <br /> <br />COMMISSIONER LIPETZKY MOVED THAT IN CONSISTENCE WITH OTHER MATTERS THAT <br />AFFECT THE PARK AND RECREATION COMMISSION, THE CITY COUNCIL SHOULD HOLD <br />A JOINT MEETING AND DISCUSS THIS CHANGE. COMMISSIONER O'BRIEN SECONDED <br />THE MOTION. THE MOTION CARRIED 8-0. <br /> <br />7.c. Children's Play Area - Softball Complex <br /> <br />Chair Anderson explained a plan for a covered and fenced children's <br />play area at the softball complex. The plan is attached along with a <br />cost breakdown. All expenses will be paid by the Softball Association, <br /> <br />. <br />
