<br />Park & Recreation Commission <br />April 7, 1993 <br /> <br />Page 2 <br /> <br />It was the consensus of the Park & Recreation Commission to switch the <br />order of agenda items 6 & 7. <br /> <br />7. Update on New Plats <br /> <br />Mississippi Oaks A lengthy discussion was held on the proposed <br />trail system that would .run through this plat, whether or not the <br />portion of the plat that falls within the floodway would be dedicated <br />for park purposes and if a neighborhood park should be dedicated. <br /> <br />COMMISSIONER ST. DENNIS MOVED TO RECOMMEND THAT THE TRAIL SYSTEM <br />ASSOCIATED WITH THIS PLAT RUN FROM THE PLAT OF HERITAGE LANDING TO THE <br />EASTERN BOUNDARY OF THE PLAT VIA 180TH AVENUE BY MAKING THE <br />RIGHT-OF-WAY OF THAT STREET 70' WIDE VERSUS 60'. FURTHER THAT EXTRA <br />RIGHT-OF-WAY BE DEDICATED ON RIVERVIEW DRIVE TO AN ACCESS POINT INTO <br />THE FLOODPLAIN WHICH WOULD BE LOCATED WHERE THE SEDIMENTATION POND <br />ASSOCIATED WITH THE PLAT WAS NOT LOCATED. LASTLY, THAT A 20' WIDE <br />PIECE OF PROPERTY BE DEDICATED FROM RIVERVIEW DRIVE IN PALMER'S <br />ADDITION TO THE DEDICATED TRAIL ASSOCIATED WITH THE PLAT OF HERITAGE <br />LANDING. <br /> <br />This motion failed for lack of a second. <br /> <br />COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND THE TRAIL ASSOCIATED <br />WITH THIS PLAT BE ACCOMMODATED IN A 70' RIGHT-OF-WAY FOR RIVERVIEW <br />DRIVE FROM MISSISSIPPI ROAD ON THE NORTH TO THE EXISTING RIVERVIEW <br />DRIVE ON THE SOUTH. ALSO A 20' WIDE TRAIL LINK FROM THE EXISTING <br />RIVERVIEW DRIVE TO THE TRAIL DEDICATED THROUGH THE PLAT OF HERITAGE <br />LANDING IS DEDICATED. LASTLY, THAT A TRAIL ACCESS POINT BE DEDICATED <br />BETWEEN LOTS FROM RIVERVIEW DRIVE TO THE PROPERTY WITHIN THE <br />FLOODPLAIN, WHEREVER THE SEDIMENTATION POND ASSOCIATED WITH THE PLAT IS <br />NOT LOCATED. COMMISSIONER DALEIDEN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-1-1. Commissioner St. Dennis opposed. Commissioner Olson <br />abstained. <br /> <br />COMMISSIONER ST. DENNIS MOVED TO HAVE THE WIDER NORTHERN PORTION OF THE <br />PROPERTY ASSOCIATED WITH THE PLAT WHICH IS INCLUDED IN THE FLOODPLAIN <br />DEDICATED AS PARK, IF THE PROPOSED SEDIMENTATION POND FOR THE PLAT IS <br />NOT LOCATED IN THIS AREA. COMMISSIONER DANA ANDERSON SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br /> <br />COMMISSIONER DANA ANDERSON MOVED TO HAVE A <br />DEDICATED TO THE CITY IN ONE OF THE FIVE PHASES <br />THE LOCATION OF THIS PARK BE WORKED OUT <br />IDENTIFIED PRIOR TO FINAL PLAT APPROVAL <br />COMMISSIONER DALEIDEN SECONDED THE MOTION. <br />Commissioner St. Dennis opposed as he felt <br />property. <br /> <br />2 ACRE NEIGHBORHOOD PARK <br />OF THIS PLAT AND THAT <br />BY THE DEVELOPER, BUT <br />OF THE FIRST PHASE. <br />THE MOTION CARRIED 5-1. <br />2 acres was too much <br /> <br />Hilltop Woods Building and Zoning Administrator, Steve Rohlf, <br />indicated that no trails or neighborhood parks were identified in or <br />near this plat according to the City's Comprehensive Park System Plan. <br /> <br />. <br /> <br />. <br /> <br />. <br />
