PERMIT APPLICATION TO THE CITY OF ELK RIVER <br />APRIL 2023 <br />Conditional Use Permit <br /> 3.2 <br /> <br />No buildings/structure s are proposed as part of the stormwater management system <br />improvements. <br />Signage (how many, proposed sizes, locations, type) <br />No new entrances are proposed for the Landfill an d, therefore, new signage will not be <br />required. <br />Outdoor storage (what, how much, proposed screening) <br />No outdoor storage is proposed on the additional property. <br />3.4 SITE, UTILITY, GRADING / DRAINAGE PLAN <br />The grading and drainage plan for the 20-acre south pond area, including perimeter grading modifications <br />to the southern portion of the Landfill within the previously permitted property boundary, is included as <br />Figure 3. <br />3.5 LANDSCAPING PLAN <br />The Landscaping/Screening plan for the 20-acre south pond area, including perimeter grading <br />modifications to the southern portion of the Landfill within the previously permitted property boundary, is <br />included in Attachment 2. The plan has been prepared by a registered landscape architect and <br />incorporates a variety of tree types for screening purposes . As previously noted, the plantings shown will <br />be established after final cover is in-place on the adjacent Landfill area. <br />3.6 DRAINAGE CALCULATIONS <br />Drainage calculations are provided in Attachment 4. The final bottom elevation of the modified / <br />expanded stormwater pond will be dependent on mining activities within the footprint. Based on the <br />maximum bottom elevation of 964 as shown on the grading / drainage plan, the expanded pon d will <br />manage the required 25-year, 24-hour storm event as well as larger storm events (with minimal <br />discharge). Discharge from larger events will be retained on ERL property. <br />3.7 BUILDING ELEVATIONS / FLOOR PLANS <br />Not applicable. <br />3.8 WETLAND DELINEATION / WETLAND MITIGATION <br />Not applicable. There are no wetlands on the subject property; the property has been and will continue to <br />be mined for sand and gravel resources.
