City Council Minutes <br />April 17, 2023 <br />Page 4 <br />Mayor Dietz commented that the development would connect existing streets. Mr. Carlton stated Sherburr <br />County was in support of connecting these roads. <br />The Council liked the development plan as long as there are septic solutions for smaller lots. The project <br />will be reviewed by the Planning Commission. <br />10.2 Joint Meeting with Energy City Commission <br />Mr. Portner presented the staff report. <br />Energy City Commissioners Casey Mahon, Vern Iverson, and Levi Aesoph were in attendance. <br />Mr. Mahon gave a presentation on the progress of the Energy City Commission including defusing their <br />mission, voting for leadership, and identifying three goals to accomplish in 2023. <br />Mr. Wisner gave an update that an Eagle Scout will be working on installing the solar picnic table. <br />The Commission would like to develop a sign campaign that recognizes residents and businesses that <br />achieve certain levels of environmental sustainability. They will also be publishing four articles in the Star <br />Nesur on environmental issues. <br />The Commission stated the Elk River ElectriFUNcation and Test Drive Event will be held at the Furniture <br />and Things Community Event Center on August 5, 2023. They will also be present at the September 28, <br />2023, Elk River Farmer's Market. <br />10.3 Rolling Hills Sewer Extension <br />Mr. Wisner presented the staff report. He will be requesting bids for the Rolling Hills SSTS project. Rolling <br />Hills HOA representatives requested to view the final design and bids before staff recommends an option <br />to Council. Percentage rates and term lengths will be determined after the legislature has decided whether <br />they will be assisting the homeowners financially. <br />Mr. Wisner stated that the agreement will include 60 days for the contractor to hold their bid amount and <br />that all 28 homeowners must sign off on Petition and Waiver for project assessment. <br />10.4 Sanitary Sewer Ordinance Billing <br />Mr. Wisner presented the staff report. Elk River Municipal Utilities discovered that the current ordinance <br />has a senior citizen exception, however, their billing software does not have the capability to add birth date <br />information. <br />The item will return to the City Council as a public hearing for an ordinance amendment. <br />Council consensus to direct staff to remove the senior citizen exception from Ordinance Section 78- <br />187. <br />r�■EIEI �r <br />INATURil <br />
