Organization Business/Large Group Policy Mr. Hecker and Ms. Larson presented the staff report. Councilmember Wagner asked for clarification regarding what would happen if other groups showed up without a reservation. Ms. Larson explained that staff is frequently contacted by groups looking to reserve use at the park and will explain the Large Group Policy and the reservation process. They will post reservation signs on the shelters showing when the shelters are reserved and by whom. She continued to explain if someone just shows up they will not be guaranteed use of a shelter, shelters not reserved can be used on a first -come first -serve basis. Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve the Organization Business/Large Group Policy. Motion carried 4-0. 9. Adjourn Regular Meeting Moved by Councilmember Wagner and seconded by Councilmember Beyer to adjourn the regular meeting of City Council. Motion carried 4-0. The regular meeting adjourned at 6:42 p.m. Mayor Dietz called the work session to order at 6:46 p.m. 10.1 Concept Review: BK Land Development, 13161 Highway 10, 9-Unit Residential Subdivision Mr. Carlton presented the staff report. The Council provided the applicant with informal, non -binding, feedback regarding the proposed development project and unanimously agreed that it was okay for the applicant to move forward with the proposed plans. 10.2 Downtown Halloween Mr. Hecker and Ms. Wingard presented the staff report. Due to event growth and safety precautions the Council unanimously agreed to close Main Street for the Downtown Halloween event. 10.3 ERPD Wage Incentive Program Update Mr. Portner presented the staff report.
