�i <br />Elk River --�- <br />Municipal Utilities UTILITIES COMMISSION MEETING <br />TO: <br />FROM: <br />ERMU Commission <br />Sara Youngs —Administrations Director <br />MEETING DATE: <br />AGENDA ITEM NUMBER: <br />April 11, 2023 <br />6.1b <br />SUBJECT: <br />Staff Update <br />ACTION REQUESTED: <br />None <br />DISCUSSION: <br />• Office walk-in traffic for March consisted of 94 customers, averaging 24 customers per <br />week over the 4-week period. <br />• ERMU red tag notification count for March under the Cold Weather Rule. <br />o Cycle 2 — 12 red tag notifications and 3 disconnections <br />o Cycle 3 — 27 red tag notifications and 4 disconnections <br />o Cycle 4 —10 red tag notifications and 1 disconnection <br />o Cycle 1— 32 red tag notifications and 3 disconnections <br />• During the month of February 2023, the customer service team entered 36 payment <br />arrangements with customers. During February 2022 there were 62 payment <br />arrangements. <br />• The Cold Weather Rule is set to expire for the 2023 heating season on April 30, 2023. <br />• Staff worked with city staff on an audit of sewer rate SAW74. This rate bills non - <br />domestic customers sewer units (i.e. usage) based on their actual metered water <br />consumption per month instead of the typical sewer rate which is based on a <br />customer's average water usage over the winter months. <br />• Staff has a meeting with Republic Services and city staff the week of April 10 to start the <br />planning process for a cart exchange from Randy's to Republic garbage and recycling <br />ca rts. <br />• With the departure of Tom Sagstetter, conservation & key accounts manager, on Friday <br />April 7, 2023, the management team will be reviewing job duties and responsibilities to <br />determine the best direction for the position.
