2.4.1.3 Water Resources <br />Surfa ce Wa ters <br />There is one DNR Public Waters `vatercourses, Trott Brook (M-063-001.5), located within the <br />project aYea. TYott BYook meandeYs in and out of the pYoject site along its westeYn and southeYn <br />boundaries. There are no DNR Public Waters basins, designated wildlife lakes, migratoryT waterfowl <br />feeding/Yesting areas, trout streams/lakes, MPCA oY MDNR listed calcaYeous fens, outstanding <br />resource value waters, and countyT or jurisdictional ditches within or adjacent to the project area. <br />PYominent wateY features located witl�in 1 mile of the pYoject site include the aforementioned Trott <br />BYook as well as two DNR Public WateYs wetlands. These wetlands weYe KlieveY MaYsh (71000300) <br />located appro�mately 0.6 miles south of the project site, and an unnamed basin (71023800) located <br />approximatelyT 0.8 miles to the north. There are no MPCA Section 303d listed impaired waters <br />located within a 1-mile Yadius of the project site. <br />12 wetland areas, totaling appro�matelyT 71 acres, were delineated on the main Project site and <br />approved by the Local Government Unit (CityT of Elk River) of the Minnesota Wetland <br />ConseYvation Act (Minnesota Rules 8420). A Notice of Decision was issued on November 10, 2021 <br />(LGU PYoject No. W-21-21). <br />Groundwater <br />The depth to ground water appears to varyT greatly across the site. During the geotechnical <br />evaluation of the site 22 soil borings were completed across the site. Water tables, when they were <br />observed, ranged from 894.4' to 908.5' MSL. These `vater tables `vere all observed in borings taken <br />within or immediatelyT adjacent to wetlands or to open water on site. Water tables tyTpically were not <br />observed within borings taken within upland areas. The deepest of which was taken to a depth of <br />887.3' MSL with no observed water table. A map of the boring locations and boring logs <br />documenting water tables observed is included in Exhibit B— Geotechnical Report. <br />The Minnesota Department of Natural Resources Cooperative Groundwater Monitoring Website <br />maintains data on gYound wateY levels. The closest observation well to the Project site is DNR <br />Observation Well #86017 (MDH #708372), which is located appro�matelyT 2.8 miles southwest of <br />the Project site. The wateY level in the most Yecent data record (l�ZaYch 29, 2022) was measured at <br />859.51' MSL. <br />A majorityT of the Project site is located within the Elk River Wellhead Protection Area (WHPA). <br />The boundar�T of the ELK River WHPA is illustrated on Appendix A— Figure 8. <br />According to the Minnesota DepaYtment of Health — Minnesota Well Index, theYe aYe no identified <br />wells located within the Project site. Multiple domestic wells were mapped on adjacent properties, <br />the neaYest of �uhich,lVIDH #551578, was located appro�matelyr 140 feet east of the Project site. <br />Wastewater <br />Waste`vater generated from the site `vill be discharged into the CityT of Elk River's sanitaryT sewer <br />syrstem and flow to the Cityr of Elk RiveY WastewateY TYeatment Facility (Facilityr) located at 248 <br />Railroad Drive, Elk RiveY. The Facilityr is described as follows within its NPDES PeYmit <br />(MN0020788): <br />
