Temporary BMPs will be inspected and maintained (per the NPDES Consti^uction Stormwater <br />Permit) until permanent vegetation a�rd stabilization has occurred. Permanent BMPs will be <br />incorporated into project design to minimize erosion during routine operational activities (post- <br />construction). <br />A geotechnical evaluation of the site has been completed which included 22 soil borings across <br />the site. A map of the boring locations and detailed description of the soils observed at each is <br />included in Exhibit B— Geotechnical Report. <br />Topography of the Project site, collected via LiDAR, is illusti^ated on Appendix A— Figure 6. Site <br />elevations were shown ranging fi^om 896 to 946 msl. Site topography generally slopes downward <br />towards the basin located near the center before continuing to the south. Some areas of steep <br />slopes (12% or greater) are present within the site. <br />NOTE: For silica sand projects, the EAW must include a hydrogeologic investigation assessing the <br />potential groundwater and surface water effects and geologic conditions that could create an increased <br />risk of potentially significant effects on groundwater and surface water. Descriptions of water <br />resources and potential effects from the project in EAW Item 11 must be consistent with the geology, <br />soils and topography/land forms and potential effects described in EAW Item 10. <br />11. Water resources: <br />a. Describe surface water and groundwater features on or near the site in a.i. and a.ii. below. <br />i. Surface water - lakes, streams, wetlands, intermittent channels, and county/judicial ditches. <br />Include any special designations such as public waters, trout stream/lake, wildlife lakes, <br />migratory waterfowl feeding/resting lake, and outstanding resource value water. Include <br />water quality impairments or special designations listed on the current MPCA 303d Impaired <br />Waters List that are within 1 mile of the project. Include DNR Public Waters Inventory <br />number(s), if any. <br />There is one DNR Public Waters watercourses, Ti^ott Brook (M-063-001.5), located within <br />the project area. Ti^ott Brook meanders in and out of the project site along its western and <br />southern boundaries. There are no DNR Public Waters basins, designated wildlife lakes, <br />migratory waterfowl feeding/resting areas, ti^out streams/lakes, MPCA or NIDNR listed <br />calcareous fens, outstandi�g resource value waters, and county or jurisdictional ditches <br />within or adjacent to th�e project area. <br />Prominent water features located within 1 mile of the project site include the aforementioned <br />Ti^ott Brook as well as two DNR Public Waters wetlands. These wetlands were Kliever Marsh <br />(71000300) located approximately 0.6 miles south of the project site, and an unnamed basin <br />(71023800) located approximately 0.8 miles to the north. Th�ere are no MPCA Section 303d <br />listed impaired waters located within a 1-mile radius of the project site. <br />12 wetland areas, totaling approximately 71 acres, were delineated on the main Project site <br />and approved by the Local Government Unit (City ofElkRiver) of the Minnesota Wetland <br />Conservation Act (Minnesota Rules 8420). A Notice ofDecision was issued on November 10, <br />2021 (LGUProjectNo. W-21-21). <br />Surface water resources located within and adjacent to the Project site are illustrated on <br />Appendix A — Figure 7. <br />Page 8 <br />
