Land use: <br />a. Describe: <br />i. Existing land use of the site as well as areas adjacent to and near the site, including parks, <br />trails, prime or unique farmlands. <br />Existing land use of the site consists primarily of wooded upland and wetland areas with <br />some areas ofgrassland. A gravel road is present near the northwest corner of the site and <br />multiple driving ti^ails are present throughout the site. A sheet metal pole shed is also <br />present along the eastern boundary of the site. Existing land cover on site can be seen in <br />Appendix A— Figure 3. Adjacent land consists primarily of residential developme�rt with <br />natural woodecl ancl wetland areas. Aclditionally, there are outdoor recreational facilities <br />located to the south�. <br />ii. Plans. Describe planned land use as identified in comprehensive plan (if available) and any <br />other applicable plan for land use, water, or resources management by a local, regional, <br />state, or federal agency. <br />The Land Use Plan within the The City ofElkRiver Comprehensive Plan (October 18, <br />2021), hereinafter referred to as The Plan, h�as the project site listed for "Mixed <br />Residential" use. Mixed residential was defined i�r The Plan as follows: "The mi�ed <br />residential category consists of neighborhoods with multiple housing types, including <br />single family detached, townhomes, duplexes, and small scale multi family buildings. <br />Mixed residential areas should include existing residential neighborhoods where a gentle <br />increase in density is appropriate such as surrounding the down-town as well as new <br />neighborhood subdivisions. " <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and <br />scenic rivers, critical area, agricultural preserves, etc. <br />The Foster Property Development site is zoned as RID Single Family Residential. The Plan <br />defines the purpose ofRID districts as follows: "This district is intended to accommodate <br />single family reside�rtial dwellings with large lots and high�er quality h�ousing within the <br />municipal sewer and water access area. This district is explicitly for areas that possess <br />significant natural features and is intended to encourage the design of subdivisions that <br />protect these natural features. " <br />Th�ere are areas of FEMA floodway, 100 Year Floodplain and 500 Year Floodplain <br />mapped within the project site. There are no wild and scenic river segments, critical areas, <br />agricultural preserves, or airport safety zones located within or adjacent to the project site. <br />Page 5 <br />
