Resolution 05-120 Granting Easement Vacation to Vacate a Portion of the Right-of-Way of <br />Parrish Avenue at its Intersection with Main Street in the Downtown as Requested by the <br />City of Elk River, Public Hearing, Case No. EV 05-10 <br /> <br /> Community Development Director Scott Clark explained that the City of Elk River is <br />proposing to vacate a portion of Parrish Avenue right-of-way at the intersection of Main <br />Street. Mr. Clark indicated that this will allow for MetroPlains to construct the underground <br />parking lot for the Bluff Block building as proposed. <br /> <br /> Mayor Klinzing opened the public hearing. There being no one to speak to this issue, Mayor <br />Klinzing closed the public hearing. <br /> <br /> MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER DIETZ TO ADOPT RESOLUTION 05-120 VACATING A <br />PORTION OF STREET EASEMENT ON PARRISH AVENUE, CASE NO. EV <br />05-10. MOTION CARRIED 5-0. <br /> <br />6.1. Street Department Update <br />6.1.A. 2005-2006 Snowplow Policy <br /> <br /> Street Superintendent Phil Hals stated that each fall the City Council is asked to review and <br />adopt the city’s snow and ice control policy which sets the general guidelines as to how the <br />city deals with snow and ice on city streets, sidewalks, and parking lots. Mr. Hals explained <br />that there are 9 truck routes for streets, one loader for parking lots, one loader for cul-de- <br />sacs, one pickup for trails, one sidewalk plow, and a contractor for cul-de-sacs. Mr. Hals <br />indicated that plowing operations will begin at 3:00 a.m. and each unit will have a designated <br />priority route that will take about 2 hours to complete before beginning their designated <br />route. He noted that a 4” to 6” snowfall will take about 10 hours to plow. <br /> <br /> MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT THE 2005-2006 SNOW AND ICE <br />CONTROL POLICY. MOTION CARRIED 5-0. <br /> <br />6.1.B. Update on Brush Pile Project <br /> <br /> Street Superintendent Phil Hals stated that the volume of brush that has been collected since <br />the September wind storm is equal to what is normally collected in six months. Mr Hals <br />stated that the Street Department picked up tree limbs and brush from over 120 residences <br />and additional brush was hauled to the compost site by residents. <br /> <br /> Mr. Hals complimented his staff for their response the night of the wind storm and also for <br />their hard work picking up the brush and tree limbs from residences. <br /> <br /> Councilmember Dietz indicated that he has received many compliments as to how thorough <br />the Street Department was in picking up the brush. <br /> <br />6.1.C. Building and Site Improvements <br /> <br /> Street Superintendent Phil Hals and Assistant Street Superintendent Mark Thompson <br />presented photographs and reviewed the progress of the public works building construction <br />and site improvements. <br /> <br />
