13065 Orono Parkway Elk River, MN 55330 October 27, 2005 Mr. Scott Harlicker Senior Planner City of Elk River 13065 Orono Parkway Elk River MN 55330 / RE: RAIVAlAADDITION Dear Mr. Harlicker: As requested, we have reviewed the proposed lot split by Mr. Jim Raivala of his property along Upland Avenue. Based on our review of the drawings supplied by John Oliver & Associates and dated October 17, 2005, we would offer the following comments: 1. Mr. Raivala is proposing to split his property and create two lots; one which will contain the existing home. Previously, the 5th Street additional right-of-way was vacated and a portion of that his been attached to Mr. Raivala's property. Also, on August 23, 2005 the Elk River Board of Adjustments approved a variance to reduce the lot area from 11,000 square feet to a minimuni of 10,330 square feet, and to reduce the lot width from 100 feet to 45 feet. Given these previously approved variances, the proposed lot split meets City standards. With this lot split, 25 feet of right-of-way along Upland Avenue where there previously was no right-of-way will be granted. 2. A 4-inch sanitaty sewer service and a 1-inch water service have been constructed for the newly created vacant lot as part of the street construction project. Mr. Raivala should be required to pay the cost of installing these services which was approximately $900.00. 3. The streets in this area are in the midst of a reconstruction project. All of the adjacent properties have been assessed $6,000 per residential unit.
