Based on our review of the drawings supplied by John Oliver & <br />Associates and dated October 17, 2005, we would offer the following comments: <br /> <br />1. Mr. Raivala is proposing to split his property and create two lots; one which will contain <br />the existing home. Previously, the 5th Street additional right-of-way was vacated and a <br />portion of that his been attached to Mr. Raivala's property. Also, on August 23, 2005 <br />the Elk River Board of Adjustments approved a variance to reduce the lot area from <br />11,000 square feet to a minimuni of 10,330 square feet, and to reduce the lot width from <br />100 feet to 45 feet. Given these previously approved variances, the proposed lot split <br />meets City standards. With this lot split, 25 feet of right-of-way along Upland Avenue <br />where there previously was no right-of-way will be granted. <br /> <br />2. A 4-inch sanitaty sewer service and a 1-inch water service have been constructed for the <br />newly created vacant lot as part of the street construction project. Mr. Raivala should be <br />required to pay the cost of installing these services which was approximately $900.00. <br /> <br />3. The streets in this area are in the midst of a reconstruction project. All of the adjacent <br />properties have been assessed $6,000 per residential unit.
