<br />Informational Meeting Minutes <br />Ridgewood East/Ridgewood East 3rd Addition <br />Elk River City Council Chambers <br />Wednesday, November 2, 2005 <br />6:00 p.m. <br /> <br />1. Attendees <br />See attached sign up sheet. <br /> <br />2. Presentation <br />City Engineer Terry Maurer went through the attached PowerPoint presentation. He <br />indicated that there was no specific project proposed for Highland Road or the surrounding <br />area at this time; that this is strictly an informational meeting to gauge interest in potential <br />projects in the area. Mr. Maurer reviewed four options which ranged from: <br />· Do nothing <br />· Add pedestrian facilities along existing Highland Road <br />· Reconstruct Highland Road to a narrower urban section with sidewalks on <br />both sides <br />· Bring City Sewer/Water and reconstruct streets through the Ridgewood <br />East/Ridgewood East 3[d Addition <br /> <br />3. Ouestion and Answers <br />After the presentation was complete, the informational meeting was opened to questions <br />and answers. The following is a summary of the questions asked and answers given: <br /> <br />Q: With an urban style street on Highland Road, will there be storm sewer and will that <br />change the drainage patterns? <br />A: Storm sewer will be included with a reconstructed urban style street; however, the <br />drainage patterns will not change. Runoff will still be deposited in the same low areas <br />where the current road drains. <br /> <br />Q: With the traffic increases should a reconstructed Highland Road have four lanes? <br />A: The typical two-lane facility can generally handle 10,000-12,000 vehicles a day. The <br />current traffic count in 2003 on Highland Road was measured at 3,000 vehicles a day. <br />Although we anticipate there will be growth in the traffic count on Highland, we do not <br />expect it to ever rise to the level of needing a four-lane facility. <br /> <br />Q: Relative to some of the other transportation issues that have shown up in the paper such <br />as the 193[d Avenue corridor study and the TH169 Geometric/Environmental study - do <br />they had any bearing on the proposal to reconstruct Highland Road? <br />A: The 193[d Corridor Study is on the east side ofTH169 and the TH169 <br />Geometric/Environmental study was explained but it was indicated that MnDOT has no <br />money programmed for construction; therefore, the answer is that the discussion of <br />improvements for the Highland Road area is a stand-alone project and is not tied into <br />potential improvements on TH169. <br />
