<br /> <br />Item 4.1. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Rebecca Haug, Environmental Administrator <br /> <br />DATE: <br /> <br />November 14, 2005 <br /> <br />SUBJECT: Household Hazardous Waste Facility at the Elk River Landfill <br /> <br />On October 17, 2005, the Elk River City Council discussed working with <br />Sherburne County and the Elk River Landfill on constructing a permanent <br />Household Hazardous Waste Facility at the Elk River Landfill. The Council was <br />very receptive to the idea and encouraged staff to continue working on this <br />project. <br /> <br />From a City Zoning perspective, there are only two locations in the City where <br />this type of facility could be located: the Elk River Landfill and NRG. The Elk <br />River Landfill would be a better location for this type of facility since residents <br />would be able to dispose of other materials at the same time such as furniture, <br />electronics, appliances, etc. The Elk River Landfill has also shown interest in <br />working with the City and the County. <br /> <br />It was recently brought to my attention that the Stearn's County Mobile HHW <br />Collection Unit, whom the County contracts with for the collection events, will no <br />longer be able to participate in Elk River due to the amount of product and <br />vehicle participation. This information makes it more imperative to construct a <br />permanent HHW facility in this area sooner than later. <br /> <br />The City is willing to help facilitate the siting of a permanent HHW facility and <br />would do everything in their power to promote it and encourage its use. <br />
