<br />VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL <br />SEPTEMBER 18, 1919 <br /> <br />Special meeting of the village council held at the Office of the Elk River Lum Co on Thursday the <br />th <br />18 of Sept 1919. <br /> <br />Members Present – J.H. Virgin, President, Bert Can, Trustee, and Wm Norval, Clerk <br /> <br />Meeting called to order by the President at 8:00 o’clock p.m. <br /> <br />Application of J.C. Hulbert to construct an addition on Hotel <br /> <br />The application of J.C. Hulbert to build an addition on the west side of his hotel brick building on <br />lot 6 of block 2 in the Village of Elk River, plans and specifications duly filed with said application. <br />Moved and seconded that the application be allowed and the clerk was notified to deliver to the said <br />J.C. Hulbert permission to build said building. <br /> <br />Bond of the Phelps Drake construction for Water Works filed and duly accepted and approved by <br />Council. <br /> <br />The Bond of Phelps Drake Co for the sum of $41.280 for fulfillment of their contract to build a <br />system of water works for the Village of Elk River was duly filed and was approved and accepted by <br />the Council and ordered filed with the clerk. <br /> <br />The Council after debating the question of where the village should create or build their fire engine <br />house, as their were some of the business men adverse to locating the same on the north side of the <br />Ry Tracks on account of at times the crossing was blocked by heavy freight trains for some length of <br />time and might be a serious question in case of a fire by being impossible to cross the truck. It was <br />finally decided to call in Mr. LK Houlton and discuss the subject with him. Mr. Houlton was <br />therefore called by phone and appeared in a short time, after some discussion Mr. Houlton made the <br />following proposition. That if the village council build a building to store the engine and chemical <br />truck and all the fire apparatus Hose Ladder as per the plans specifications drawn up by Mr. W.C. <br />Buck Engineer and approved by the Council and filed with the village clerk. Mr. Houlton would <br />donate to the village of Elk River a parcel of ground 60 by 60 feet in size located on the north sie of <br />the garage known as the service garage portion on Quincy Street the matter was laid over for further <br />consideration by the council. The following bills were allowed and the clerk ordered to issue <br />warrants for the same. Bills ordered to be laid over till next meeting of the council. <br /> <br />No further business. <br /> <br />Council adjourned. <br /> <br /> <br /> <br />
