<br />VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL <br />SEPTEMBER 9, 1919 <br /> <br />th <br />Regular meeting of the village council held at the Office of the Elk River Lum Co on Tuesday the 9 <br />of Sept 191 <br /> <br />Members Present – J.H. Virgin, President, Bert Can, Trustee, and Wm Norval, Clerk <br /> <br />Meeting called to order by the President at 8:00 o’clock p.m. <br /> <br />The matter of issuing licenses to the moving picture show proprietors Plunk and Daly of the Village <br />of Elk River Minn as well as to the Lessee of the Pavillion on the of the Elk River Park <br />Association in the Village of Elk River Minn the latter being used as a Roller Skating Rink and also <br />for other amusements, both buildings being held as amusement places and tickets of admission <br />being sold for entrance to the same. The council after some discussion on the matter came to the <br />conclusion that they could see no reason being they should not pay A license for running these <br />places of entertainment (and that the law gave the Council full power to license these places. <br />Therefore be it resolved by the Village Council that they proceed at as early a period as possible to <br />have an attorney draw up such license as he deem necessary to license these places of amusement in <br />is further understood by the council that the License fee be not less than the sum of fifty $50.00 <br />dollars for the turn of one year for each building so licensed by the Village Council. The President <br />called for votes from the Council on the above proposition as follows: J.H. Virgin Aye, Bert Can, <br />Eye, Wm Norval Aye. The President declared the same carried. <br /> <br />Motion by the President seconded by Ben Can and carried that the clerk of the village council confer <br />with the village attorney (Mr Tyler) in this matter of drawing up such license and <br />that he the results of same to the Council as soon as he possibly can. <br /> <br />The Council ordered the clerk to have signs painted as follows. Park No Cars. Tie no Teams, the <br />same to be nailed on the fence enclosing the side walk on the east side of the building being <br /> by the Elk River Building Cr on the Corner of Princeton and Depot Sheets. The <br />resignation of F.N. Corey, Village weightmaster, was now presented and on motion of the President <br />was duly accepted and the clerk was ordered to settle with him. <br /> <br />The President informed the Council that he had employed Mr. Mose as weightmaster to fill Mr. <br />Corey’s place as village weightmaster and that he be paid the sum of four ($4.00) per day until <br />further notice from the Council. <br /> <br />Copy of the contract to Phelps Drake Co of Hibbing Minn to a system of Water works for <br />the village of Elk River Minn for the sum of $41,280.00 was duly filed with the Village Clerk this the <br />thth <br />9 day of Sept 1919 said contract bearing date of Sept 8 1919.
