VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL SEPTEMBER 8, 1919 Special meeting of the Village Council was held at the Office of the Elk River Lumber Co on th Monday the 8 day of September 1919. Members Present – J.H. Virgin, President, E.J. Keegan, Trustee, Bert Can, Trustee, and Wm Norval, Clerk and also Mr. W.C. Buck “Engineer”. Meeting called to order by the President at 8 o’clock p.m. Bids received for water works This meeting was called for the purpose of receiving bids submitted to the council for the construction of Water Works in the Village of Elk River, Minn as per notice published in the Daily ndth News, a Mpls paper, on the dates of Aug 22 and 29 bearing the heading of “Notice for Bids” The president giving notice that all bids were in and that the time to open said bids had arrived. The clerk was duly ordered to open all sealed bids and read the same aloud. Mr. WC Buck, Engineer, duly recording the same as they were read. There were Eleven (10) Bids in all, as follos Bids for drilling Well Bids for Well 12 inch The Swenson Well Co Mpls $9.90 per foot A.J. Carey and son St. Paul $12.00 per foot McCarthy Well Co St. Paul $9.35 per food Bids for Tank and Tower St. Paul Co $13,000.00 Bids on Water Works Construction Co, Duluth $51,990.00 H.J. Schmuth, Mpls $50,671.00 Sehnuth and Jackson Mpls $50,500.00 Republic Co, Albert Lea $49,800.00 W.C. Fraser, St. Paul $49,500.00 Phelps Drake Co, Hibbing $47,600.00 The last co did not include the Well by adding the hones cost on that $44,085 would make it $47,650.00 Phelps Drake Co in their Bid on Alternate No 2 amounted to the following $44,880.00. The Council finding that the lowest bid on the building was $3,600.00 and considering this bid too high asked Phelps Drake Co if they would withdraw their bid in the building figure $3600.00. They said they were will to do so provided that if the council should decided to let the contract that figure that they
